May 28, the day of Grigory Revzin's lecture at Arch Moscow, Skolkovo City Council considers the day of the beginning of preliminary registration of participants in future competitions. The competitions will be organized as follows. The entire future inno-city is divided into five clusters according to the areas of professional activity; they are complemented by the university and the entrance area. For each territory, the Skolkovo Foundation has already appointed curators from the City Planning Council; among them are three Pritzker laureates. The southwestern part will be divided between Sergei Tchoban and Kazuo Shojima, the neighboring territory will be supervised by Jean Pistre, the entrance zone in the center - Rem Koolhaas, the university zone will be occupied by Pierre de Meuron, the university area will be assigned to David Chipperfield, and the extreme northeastern territory will be divided between Stefano Boeri and Yuri Grigoryan.

Curators will develop master plans, building regulations and design codes for their territories by September 30 this year. Each curator also gets the right to design on their site up to one third of the buildings of their choice. Tenders will be announced for the remaining two-thirds of the objects - terms of reference for them are planned to be developed under the supervision of curators by June 30, and published on the Skolkovo website. A significant part of the competitions is designed for design institutes and well-known private workshops: among eminent architects, portfolio competitions will be held, which will play the role of a qualifying stage, and according to its results, orders will be immediately distributed (for small stores and clinics), or custom competitions will be held. which are intended for all significant objects, from laboratories to apartment buildings. Foreign bureaus can be involved in tenders for technoparks, laboratories and production facilities at the request of future users - especially in cases where the task requires complex technical solutions debugged in the West and little known here. For young architects, open competitions for residential cottages and two-stage competitions for club buildings are planned: the first stage there will be an open competition, and the second - ordered based on the results of an open one. The first competitions will be announced in autumn 2011 at Zodchestvo.

A total of 20 competitions are planned, but after the curators of the clusters select some of the objects for themselves, there will be 12 or 13. The deadline for the delivery of projects, which has been very tentatively so far, is scheduled no earlier than February 1; the organizers promise that in each case at least three months will be given to work. At the same time, tenders for working documentation will be held by February 1. Somewhere by May next year, the competitions are planned to be completed.

One more nuance: you can design both according to Russian and foreign standards - this ensures the special, legally established status of Skolkovo.

Of course, not everything is smooth: in particular, the meeting of Grigory Revzin and Skolkovo city manager Viktor Maslakov with leading Russian masters in the Union of Architects showed that the Union proposes to change almost everything in Skolkovo competitions. However, Grigory Revzin is the best person who writes about architecture, and it is best to study the situation according to his own articles, starting with the one where he stated (in August last year) that “Innograd was given to foreigners” (Kommersant No. 146), and ending with yesterday, where the current situation is described in detail ("Blockade of the Innograd", Kommersant-Vlast No. 21). Of course, this whole story about how Grigory Revzin achieved wide involvement of Russian architects in the design of Skolkovo, and the Union of Architects skeptically demanded more, of course, I would like to comment; perhaps we will do it later.
