The Milstein Building is intended for the University College of Architecture, Arts and Planning (AAP). It is located between the three existing buildings of this faculty, and it is physically connected to two: raised 15 m above ground level, its main tier is docked with them at the level of the 2nd floor. This allows students to move freely around the three buildings without going outside, which is very convenient in cold winters.

The main console level is the most spacious: there are workshops with a total area of 2,322 m2; freely flowing space allowed him to become a platform for cooperation between students of different specialties and different courses, as well as graduate students. Fully glazed walls offer views of the campus, where most of the buildings are over 100 years old. There are window openings in the ceilings, and the roof itself is planted with greenery.

Below, at ground level, there is an auditorium with 250 seats, as well as a dome supporting its stands: it contains premises for exhibitions, round tables, etc., as well as computer laboratories. In part, it protrudes beyond the building, where a public space has been created on its surface with seating in the form of round LED lamps. It is protected from precipitation by the protruding upper tier of Milstein's body.
