The competition was initiated by the chief architect of Moscow, Sergei Kuznetsov. The customer of the competition is the Mos City Group company. Competition consultant - Strelka Institute for Media, Architecture and Design.

Six Moscow architectural bureaus are participating in the closed competition: AB Studio, Tsimailo, Lyashenko & Partners, Architectural Group DNA, Project Meganom, UNK Project and ADM Architects … Within a month, they will have to develop their versions of projects of the second phase of the Empire Tower complex, which, according to the organizers, will have to complete the Empire Tower complex. According to the terms of reference, this will be a 12-storey building, which will include offices, overground and underground car parking, as well as public spaces on the upper and lower levels of the complex. The latter, in particular, will make it possible to link Krasnopresnenskaya embankment and the pedestrian zone of the MIBC itself into a single pedestrian route. According to the website of the Moskomarkhitektura, "the participants will have to create a vivid architectural image that will attract the attention of citizens and the business community, fit into the existing context and improve the quality of the urban environment around the site."

The projects developed within the framework of the competition will be evaluated by the jury, which consists of: Sergey Kuznetsov, Mikhail Posokhin, Vladimir Plotkin, Grigory Revzin, as well as Pavel Fuks, Chairman of the Mos City Group Board of Directors, and Oleg Malis, Executive Director of Solvers LLC.

The competition will end with an exhibition of projects, and its results will be announced on April 26. The bureau, whose project will be recognized as the best, will have the right to conclude a contract with the customer for the further design of the facility.

The tower of the first stage "Empire Tower" was built according to the design of the NBBJ bureau and was inaugurated in 2011. It occupies the fourth section of Moscow City.

Sergey Kuznetsov has repeatedly declared his determination to transfer the design of iconic objects to a competitive basis. Recall that recently the chief architect of Moscow announced the start of another competition: for the design of the entrance lobby of the hotel "Ukraine".
