The problem of providing servicemen with housing has always existed. The system that has been in place since the days of the Soviet Union, when only retiring military personnel could count on getting an apartment, has outlived its usefulness. And in 2005, a military mortgage program was adopted, within the framework of which active servicemen can become the owner of housing, and not only command personnel, but also privates serving under contracts.
To purchase an apartment on a military mortgage, a soldier must become a member of the accumulative mortgage system by submitting an appropriate report to his commander. After that, it is included in a special register and a separate account is set up, on which funds for the purchase of housing are accumulated. In 2017, the annual amount received into this account was 260 thousand rubles. After at least three years, the accumulated funds can be used as a down payment for an apartment.
Who is eligible to participate in the program
The military mortgage program is designed for a wide range of military personnel. Its participants can be:
- Officers who took office after the adoption of the law;
- Graduates of specialized military educational institutions who have entered into a contract for military service;
- Warrant officers with more than three years of service after the start of the program;
- Privates and sergeants who signed the second contract after the entry into force of the program.
Thus, the program covers the widest possible circle of defenders of the Motherland. On average, to purchase a home, you need to serve for at least 6 years: three years before joining the program and at least three after. During this time, the account accumulates an amount sufficient to pay the first installment. It is important to take into account that when the contract is terminated at will, all the costs of repaying the mortgage fall on the shoulders of the borrower. Moreover, he will be obliged to compensate the expenses to the Ministry of Defense.
Where to buy housing
The military mortgage program makes it possible to purchase an apartment in a building under construction or in a fully finished building in any region of Russia, regardless of the place of service. The only thing is that the maximum loan amount is about 2.2 million rubles.
An excellent apartment in a completely finished or under construction house can be purchased in the New Okkervil residential complex of the Otdelstroy company.
