The third city council during the quarantine was held in the format of a video conference and with journalists connected to the broadcast. Communication issues made the event a little fun at times, but the video format seemed to be more productive than the simple exchange of electronic documents. The chief architect of St. Petersburg solved the problems with microphones, which almost any Russian schoolchild had already encountered, inventively: he suggested nodding or shaking his head, counted to ten, actively gesticulating and trying to save the protracted pauses with his trademark jokes. Instead of the expected two hours, the meeting dragged on to three and a half. In some "windows" office life raged with calls, signatures of documents and people in masks, in others they yawned, warmed up, chased the cats away. The architects, turning their faces to the press, became closer, as well as the accompanying materials, which now do not need to be obtained from high tablets.

The A. Len bureau, as always, distinguished itself by an impeccable presentation, which did not interfere with the remote format - as it turned out later, not everyone was able to speak loudly and clearly explain.

The complex is planned to be located near the Ladozhskaya metro station, from all sides it will be surrounded by shopping centers of various sizes. The structure will include two hotel buildings with three and four stars, one of which - with a swimming pool and a restaurant on the top floor. The hotels will have a gateway to Utkin Lane, and the residential group will be hidden deep into the site. The facades of residential buildings and hotels are distinguished by a grid, their colors are brought together - a darker base part and a light upper part. Views from the windows - parking and O'KEY roof.

Reviewer Vladimir Linov approved the complex, called the composition "typical for modern construction" and compared it with a multifunctional building he recently saw in Bordeaux. He also noted two main problems: the lack of a kindergarten or school and the large volume of the hotel. Vladimir Avrutin said that if the City Council approves the proposed option, then a bad precedent will be created: the norms on school accessibility have been violated, but it turns out that this can be circumvented. Alexander Leontyev supported: direct violation of the provisions of the law cannot be coordinated.

Vladimir Grigoriev urged experts to speak out more actively, since they are discussing “controversial urban planning education”. The chief architect also spoke about post-quarantine urban planning: “the situation will probably repeat itself, you need to take this into account, delimit flows and“program a normal life, not exotic, with a hotel building in the yard”.

The reconstruction of the Park Pobedy metro station has been discussed at the City Council for several years. In 2017, the variants of the XUAR. T-project were rejected, in February 2020 the architectural workshop of Sakhnovsky took over the pavilion, experts voted for the revision of the version with the dome. At the distance council, Viktor Sakhnovsky showed two new versions - modern and "neoclassical", both with monumental bas-reliefs by Ivan Uralov.

The second option was rejected by everyone, Nikita Yavein, for example, compared it with the architecture of the 1990s, when stalls were decorated with columns. The columns in front of the entrance could correct the situation, but the situation is rather absurd: the site on which they are installed belongs to a park, a cultural heritage site, and the park does not allow anything to be installed. They criticized the console, the entablature, the huge bas-relief that “crushed the architecture,” and the plaster, which would quickly get smoked.

The first option seemed possible, albeit still inappropriate. Evgeny Gerasimov recalled that “metro stations have always been an architectural breakthrough. If it is impossible without reconstruction, it is best to announce an open tender - the object belongs to the city, this is a public building, where, if not here, to hold competitions?"

The catastrophic presentation at the end of the third hour did not prevent the experts from discussing the work, while the reviewer, due to problems with the microphone, had to confine himself to a nod: "yes, the project is good."

At the expense of the investor, the Metro decided to "reconstruct" the 1970s pavilion, integrating it into a shopping and office center with parking. The workshop of Reinberg and Sharov tried to pay tribute to the surrounding historical buildings and designed the background building, which most experts lavishly praised: the scale was a success, "the parallelepiped was made with great taste", only high-quality detailing and materials are required. The work was called convincing, impeccable, Alexander Leontiev announced that this is "that rare case when even KGIOP agrees with the project."

Felix Buyanov noted that “all Sharov’s power is aimed at solving an insignificant problem - the increase in area is minimal”, and “with normal landscaping, it would be an excellent area for students.” Vladimir Grigoriev reacted with the remark that in connection with the pandemic "this is no longer relevant any more." Evgeny Gerasimov supported the architect, but opposed the project: “everything is in order with the environment and scale, there are no significant reasons for the actual destruction of the pavilion, we have enough Gorky”. And if you really need to reconstruct the lobby, this is also a reason for a competition. Vladimir Linov and Svyatoslav Gaykovich supported: why is it necessary to demolish the old station, and not build it up from two sides, for example? There must be alternatives.

Vladimir Grigoriev summed up: “The existing pavilion, with all its advantages, does not hold space, and an unformed“rear”cannot be considered a complete urban planning composition. Setting such a volume determines space. The main question is - is it possible to demolish Sergei Speransky at all? " At the end, Vladimir Grigoriev once again asked everyone to "check the connection and learn how to work with the keys."
