The so-called "massport" was designed by the St. Louis branch of the architecture firm Hellmut Obata & Kassabaum - HOK. The cost of the new building is about $ 482 million. Building with an area of ​​64,000 sq. m was decided in the form of a stepped volume, decreasing in the direction of the runway. The complex includes a main terminal with eight exits for passengers, an auxiliary terminal with ten exits and an underground tunnel connecting them. The usable area of ​​both terminals is increased due to the extensive "bay windows" of prismatic shapes, which are occupied by shops and halls. The facade of the new building is a curtain wall made of aluminum panels and glass.

The HOK is only part of a massive $ 4.4 billion airport redevelopment program. It is planned to be completed in 2006. This cost is justified given the fact that Logan Airport has a passenger turnover of 27 million per year and is the 20th largest in the world.
