The building will be erected in the state capital - the city of Chennai (formerly Madras). Its architectural composition is based on motives drawn from the cultural tradition of southern India. It consists of five circles, "chakras", inscribed in an isosceles triangle.

The geometric shapes of the circle and triangle are reflected in the plan and solution of the facade of the future building, and the dome visible from afar covering the Assembly Hall (the seat of the Parliament) is an allusion to the traditional tectonic scheme of the Dravidian (South Indian) temple complex.

The other four circles in the building plan (except for the meeting room) are courtyards, which are intermediate zones between public and closed spaces. The largest of them is close to the entrance area of the building and serves as the "civic forum" of the state.

The Parliament complex will be built on a basement and surrounded by a park. Its construction will be completed in 2010.
