The main topic of the current plenum was the approval of candidates for vice-presidency in new directions within the CAP and the acquaintance of architects with the updated model of the union, which was presented by Andrey Bokov. The new president proposes to radically revise the structure of the organization in order to make membership in the union again prestigious for architects, to put its activities on a commercial track and adapt to the changed practice in connection with the emergence of SROs.
As conceived by Andrey Bokov, the union activities are formed by two blocks - professional practice, headed by First Vice President Sergei Kiselev, and a block with the "Komsomol" name of "Organizational Work" under the leadership of Vice President under contract Sergey Kachanov. Within them, the directions of activity are determined, the key figures in which are the vice-presidents who are members of the Presidium of the Board of the Union. They lead the so-called working groups, the composition of which has been expanded for greater efficiency by including, along with architects who are members of the board, also "board advisors" with an advisory vote. The basic composition of these working groups was presented at the plenary session, the staff of the staff members has yet to be formed.
In addition to the statutory activities, each of the areas oversees its own target programs. This is an absolute innovation for the union, which, perhaps, will help it adapt to the modern conditions of the architectural and construction market through the emergence of its own legal and insurance service, an advertising agency, a guild of experts, a retraining and certification center in connection with the introduction of the SRO system and the replacement of licensing, etc. …
It must be said that the composition of the vice-presidents has already been elected earlier, while the current plenum has put them in their places, i.e. approved for each his own direction. There were seven such areas in the block of professional practice. The legislative activity and everything related to documents and regulations will be headed by Viktor Logvinov. Professional councils (on urban planning, architecture of residential and industrial buildings, landscape architecture and architectural heritage) - the former president of the SAR Yuri Gnedovsky. Their competence, in particular, includes the introduction of new technologies in construction, for example, the development of wooden housing construction. The Guild of Experts will become a service connected with the councils to replace the expertise existing outside the union, which has already repeatedly compromised itself with corruption scandals.
SRO issues will be led by the yet-to-be-elected head of the association of Moscow and regional SROs. Dmitry Alexandrov, president of the Moscow Guild of Architects and Engineers (SRO), spoke on his behalf. The certification of architects will be supervised by Sergey Kiselev, who has become the head of the so-called "Architectural Chamber". Note that each SRO defines its own certification standards according to the degree of severity, thus, protecting its authority. The role of the unifying center, according to Sergei Kiselev, could well be taken over by the SAR, within which, as a service of the "Architectural Chamber", there is a Center for Retraining and Certification, participating in exams and issuing certificates. According to him, Kiselev sees his task in bringing the exam procedure to an outwardly understandable system like tests.
Although SROs in Russia exist so far only at the level of legal entities, and not as in the west - physical. of persons who make up chambers or associations of certified architects, it is assumed, nevertheless, that Russian architects will be able to use a personal seal (stamp) as a sign of qualification.
The direction "Education and Young Professionals" was entrusted to Alexey Bavykin, for whom it turned out to be absolutely new. Bavykin is faced with a difficult task - to attract practicing architects to teaching at universities and somehow reconcile them with the teaching contingent. Alexander Skokan will be responsible for professional ethics and arbitration. A court within the union is created to resolve conflicts between legal entities. persons that will precede or even replace the proceedings in arbitration. The target program in this area, according to Andrey Bokov's idea, is becoming a consulting and rating agency, although the need for such things is not so obvious yet. The issues of legal support are entrusted to Sergey Gnedovsky, who will be in charge of the legal department of the union.
In the second block of allied departments "Organizational work", its head Sergei Kachanov will also head the direction related to the information service, PR, mass media, etc. For Kachanov, who once created the "House on Brestskaya", the area of social contacts is well known. The plans to revitalize this branch of the union activity are truly extensive - here and the appearance of its own press center, and cooperation with specialized media, and its own Internet portal (which, by the way, is supposed to partner with the Project Russia magazine), the publication of a newspaper and a periodical, and also revitalization of the club work of the CDA itself.
The news about the creation of their own advertising agency, for the role of which one of the Moscow organizations had already been selected, especially revived the architects present in the hall. Representatives of the regions were seriously concerned about the problem of the division of income, which, in their opinion, could completely settle in Moscow. In general, the situation in the renewed union of relations between the center and the regions is ambiguous. It is surprising that all the approved vice-presidents, with the exception of the regional coordination section, are exclusively Muscovites. If, for example, the head of the field of lawmaking or the legal service is really better off being closer to the central authorities, then why not put a non-Moscow architect at the head of ethical issues? It is clear that the new president is beginning to pull all the threads of power to the center, and it is possible that this will result in the regions losing their former independence, which they enjoyed under Yuri Gnedovsky.
