In 2005, an architect was entrusted with a plan to transform the factory complex and the surrounding area into a residential area, combined with commercial and cultural institutions and 1.62 hectares of green public spaces. Vignoli became the author of not only the general plan of the quarter, but also the preliminary design of new buildings. The factory building itself, located in the center of the site, has the status of a monument and will be preserved; it will be renovated by the Beyer Blinder Belle bureau.

The main goal was to connect the bank of the East River, where the complex will be located, with the Williamsburg area, located beyond it: this part of Brooklyn was cut off from water since the mid-19th century, when the first plant appeared in this place. Now a lawn with an area of 0.4 hectares will be created directly by the river, connected with the neighboring city blocks by green "corridors". They will also provide a visual connection between Williamsburg and the East River and Manhattan, located on the other side of it.

4 residential towers will be built around the plant, the designs of which will be based on a modular system; such a solution is intended to visually reduce their height (30 and 40 floors) and make the silhouette of the complex more dynamic. There are planned 2,200 apartments, 660 of which will be social housing.

Among the industrial heritage to be preserved is the 12-meter Domino Sugar advertising sign, which will be transferred from the demolished building to the roof of the factory.
