According to the architects, the building of the city administration in the usual sense is a kind of object that residents can admire, but which they perceive exclusively from the outside. Moreover, in Förde, built up with low-rise buildings, a large administrative building can disrupt the existing system of scales.
Instead, they propose to build a kind of hybrid of the central city square and the town hall itself: a space surrounded by buildings of administrative institutions and offices that can be used for any purpose: from a fair to a movie show. These buildings will be the same size as Forde and will keep the new neighborhood alive throughout the day and even after sunset.
