According to Interfax, the order on the appointment of a new head of the Research and Development Institute of the General Plan of Moscow was signed on February 7 by the head of the Moscow Committee for Architecture and Construction, Alexander Kuzmin. Recall that since 2004, the institute responsible for the development of the main urban planning document of the capital was headed by Sergei Tkachenko. According to RIA Novosti, Tkachenko's departure from this position was not a resignation - on February 4, he wrote a letter of resignation of his own free will.
Ernst Mavlyutov, who replaced Tkachenko, is an honored architect of Tatarstan, in 2005-2009 he was the chief architect of Kazan, supervised the development of the General Plan of Kazan and the plan for its implementation (2005-2008), as well as the implementation of the federal target program "Preservation and Development of the Historical Center of Kazan" as part of the celebration of the 1000th anniversary of the founding of the city.
As Gazeta.ru specifies, Mavlyutin left the post of chief architect of Kazan after the scandalous story with the stadium, which was being built for the 2013 Universiade. Despite the protests of Kazan architects and environmentalists, a site was selected that did not have a place for the planned parking lot for 10 thousand places, and the construction site had to be moved to another area, although a whole grove was cut down to prepare the work. In the fall of 2009, Tatyana Prokofieva became the new chief architect of Kazan, and Ernst Mavlyutin became the first deputy general director of the Kazgrazhdanproekt Institute OJSC. It was in this capacity that he met his current assignment to Moscow.
Experts believe that the main initiator of Mavlyutov's invitation to the capital was the Deputy Mayor for Construction, Marat Khusnullin, who had previously held the post of Minister of Construction of Tatarstan since 2001. As for the main front of the work ahead of the new head of the Research and Development Institute of the General Plan, it is obvious that this will be the correction of the capital's general plan promised by the Moscow Mayor.
