In accordance with the name, the building is intended for the ocean museum and surf center: located on the Atlantic coast, Biarritz is considered the birthplace of surfing, therefore both topics are relevant to him. Hall and his wife, the Brazilian artist Solange Fabian, divided the structure into two zones: the upper part, placed in the concave “saddle” of the main volume, they called “Ocean Square”: this is a public open-air space paved with cobblestones. There are two glass buildings - a cafe and a kiosk for surfers.
The museum itself is located below, and the concave surface of its floors looks like a convex ceiling from its interior, emphasizing its "underwater" theme. This solution clearly reproduces the wave motive, which is echoed by the landscape design of the site, which runs between the new building and the ocean shore. Inside the museum, spacious but windowless halls should reinforce the “underwater” theme, continued by projections on the ceiling.
At ground level, the building has a deep niche - a covered public space for meetings and events.
