It is located near the Pont de Sèvres bridge, in the Boulogne-Billancourt area: a significant part of it was previously occupied by an industrial zone, now being converted into a new development area. Along the way, the residential and office buildings of this territory are being updated. A complex of three Pont de Sèvres towers (each consisting of three 6-sided "petals") appeared there in 1975: even then they tried to regenerate Boulogne-Billancourt. Over the years, their brown-paneled facades have lost their appearance, in addition, the complex did not meet the modern requirements of "sustainability" at all.

In 2007, a competition was held for the reconstruction of the towers, the winner of which was Dominique Perrault. Over the past years, the project has been developed in detail, and already for the new developer - General Electric Capital Real Estate - will be implemented in the near future; its completion is scheduled for 2014.

The most notable innovation will be the new facades: the glass outer layer reveals the silvery metal panels behind it, covering the floors from the outside and the vertical supports placed on the facade. In order to visually unite and emphasize 9 existing "petals" and the new 10th, the construction of which is included in Perrault's plan, they will be put on "bracelets": these are sections of facades several stories high, where horizontal reflective profiles are located; they will shine both during the day and at night. Such "decorations" will allow you to visually compare the heights of parts of the complex and neighboring buildings, and set a scale for them. Also from them comes the new name of the project - CityLights.

After reconstruction, the offices will acquire a free plan (previously they were all divided into offices). But the main thing in the interior will be the transformation of the base of the complex. Initially, it raised it above street level, cutting it off from the urban environment. Now it will be rebuilt, while the first floor will be lowered down; there they will create an entrance area common to all towers - a multi-level forum with cafes and restaurants, a fitness club, a kindergarten, and a conference center. The area around will be landscaped.

It is planned to save water (reduce consumption by 30% compared to a conventional building) and install “chilled beams” in the premises. Facades will provide protection from energy loss and solar heat, while maximizing the use of natural light.
