The concept of creating centers of public services, which is currently being implemented in Georgia, provides that special complexes will appear in all major cities of the country, where any resident will be able to solve almost any bureaucratic issue and draw up all the necessary documents. In fact, this is such a one-stop-shop service - each of the centers is supposed to accumulate up to 250 different services and services, divided into five functional sectors, which, according to experts, will reduce the time required to pay a fine or obtain a passport to several minutes per person. Eight of these buildings have already been built, eight more are at the design stage.
Own project de Architekten Cie. developed together with the architect Lada Hršak from the HL Architecture bureau. The architectural appearance of the center is formed by the curved plane of the roof. The ridge here is pressed almost to the very ground, and the slopes, on the contrary, fly in different directions like spread wings. The side outlets-consoles, decorated with caissons on the inside, rest on columns, so that from a distance the building resembles a half-open book.
The space under the consoles is completely glazed - there will be jobs for civil servants. These stand-alone “island” volumes consist of sectors, each of which is responsible for a specific set of public services. However, the division into sectors is rather arbitrary - there are no partitions, let alone imposing walls, the interior is designed as a single space through which visitors can freely move.
As conceived by the architects, the exploited roof of the Center for Public Services should become a public space, a kind of center of social activity. An auditorium for theatrical and musical performances, as well as open-air lectures has been designed on this square.
