The customer of the competition is the Don-Stroy Invest company, the organizer is the General Plan Institute with the support of the Moscow Committee for Architecture and Construction. It is planned to reorganize about 60 hectares of the 87.5 hectares currently occupied by the plant.
Russian and foreign architects and urban planners are invited to participate in the competition, who must form consortia with specialists from related fields. In mid-October, the jury will select five finalists by examining the portfolio and the composition of the teams. Finalist teams will work on concepts until mid-December. The deadline for accepting competitive projects is scheduled for December 13, and the summing up and announcement of the results is scheduled for December 20.
The jury, chaired by Sergey Kuznetsov, will include both Russian and international experts. It is already known that Andrey Gnezdilov and Grigory Revzin will act as Russian experts. The names of the foreign jury members were also named: Ricardo Bofill, Etienne Tricot, Hans Stimman, Karina Rix and Oliver Schultz. In addition, the jury will include representatives of the customer. As Karima Nigmatulina explained, the composition of the jury was formed in such a way that it was attended by professionals from different fields - architects, urban planners, transport workers, and land improvement specialists.
According to Oleg Baevsky, deputy director of the General Planning Institute, the Hammer and Sickle territory occupies one of the key positions in the city, just five kilometers from the Kremlin. To date, the economic and production activities of the plant have practically ceased, and the depreciation of its fund has exceeded 40%. That is why the territory of the plant needs to be reanimated.
And about. Director of the Institute for the General Plan of Moscow Karima Nigmatulina stressed that this reorganization is planned. The current general plan of Moscow provides for a multifunctional zone at the site of the Hammer and Sickle. Since the city center as a whole and this area in particular are oversaturated with jobs and office centers, Nigmatulina considers it reasonable to build here, first of all, housing, accompanied by public spaces and social infrastructure. All first floors should be open to the city. The main task of the participants of the competition will be to create the most comfortable environment for life: a quarter layout with a dense grid of internal streets, transport accessibility of the entire territory of the future district, an abundance of greenery and an emphasis on improvement - this is what is required from future competition projects.
The representative of the customer of the competition Alena Deryabina noted that the reorganization of the industrial zone "Hammer and Sickle" is one of the largest and most significant projects for the city, and at the same time one of the most labor-intensive. On a site of about 60 hectares, it will be necessary to demolish and dispose of industrial equipment and structures of increased strength, create a new, modern and high-tech engineering network, and most importantly, make this area an integral part of the urban fabric, filling it with a sufficient volume of public spaces, infrastructural and social facilities, observe balance of places of residence and places of employment.
The fate of the buildings that currently exist on the territory of the plant will be determined within the framework of a competition. Now the company "Don-Stroy Invest" together with the management of the plant have organized work to reanimate the existing factory museum on the site. Alena Deryabina promised that all identified monuments and objects of architectural and historical value will be preserved.
Seminars and lectures are planned for the duration of the competition, which will help the participants to prioritize when developing concepts for the reorganization of this industrial zone. According to preliminary data voiced by Alena Deryabina, the project will begin in 2015, and all work is planned to be completed by 2021.
Recall that the previous project for the reorganization of the Hammer and Sickle plant was considered by the Moscow Architectural Council in April this year. Then the council rejected the project, noting the insufficiently developed transport system, the lack of a single urban planning solution for the two sections of the territory separated by the Third Ring, and the balance between building and voids. The Archcouncil recommended holding an international competition to reorganize the territory of the Hammer and Sickle plant. The competition has now been announced.
