The winners of the competition for improvement projects, the reward for which is the financing of the implementation, were announced on February 28 at the Forum "Development of Small and Historic Cities" in Tyumen. Along the way, it was announced that the budget for the implementation of the projects that won the competition will be increased to 11.1 billion rubles, and, accordingly, each of the 80 projects should receive more. The amounts, according to the deputy director of the department of strategic projects of the Ministry of Construction, Yulia Talalaikina, will be 23% of the funds allocated by the municipal authorities, 23% will be taken from regional budgets and 21% from extra-budgetary funds.

All projects-applications submitted for the competition, and there were exactly 300 of them, can be found here. Note that the authors of the projects are usually not named on the website of the competition. This may be good for an impartial judging, but not very good for showing works. So we ask the authors of the projects reviewed here to respond so that we can voice authorship. We also invite authors of projects that were among the 80 winners of 2020/2021 to send their concepts for publication according to the scheme described here.

We have now selected one random project from each of the four competition lists - and examined them a little more closely.

Example - Zaraysk

In the dacha near Moscow Zaraisk, where one improvement project has already been implemented, which won the 2018 Ministry of Construction competition - on the street between the Torgovaya Square and the water tower - it is now planned to improve the embankment of the Osetr River. For the ministerial competition, just like last time, only part of the project was submitted, the rest is planned to be financed from other sources. According to the project, a sandy beach and an interesting "archaeological" playground will appear in the center of the city. We are also talking about a new boat station, restoration of the hydrological regime, MAFs.

Example - Gavrilov posad, AB SPACES

Gavrilov posad, a city in the Ivanovo region, 20 km east of Suzdal, plans to become a part of the tourist route of the Golden Ring. Its main attraction is the stud farm, where by the middle of the 20th century it was possible to breed the Vladimir heavy truck by crossing with European heavy trucks. The factory, whose stone building was built under Catherine II, closed in 2013; but in 2019 a museum of drinks was opened in the building and now, as they write in the comments, "horses are promised": for tourist purposes, apparently. In 2019 in the city, after winning the competition of the Ministry of Construction 2018, the project for the improvement of the central square, which we recently talked about, was implemented. The authors of the project that won the competition now are the same ones who were engaged in the improvement of the area, the Spaces bureau.

In the new landscaping project, we are talking about the embankment of the Voimiga River from the intersection with the Suzdal Highway and to the confluence with the Irmes River, which is larger, but with the same Meryan name. The embankment with a wooden deck, an amphitheater, a new pedestrian bridge and a wooden Observation Tower above it is part of the first stage and it was she who was submitted to the competition. The plot is supported by several types of investment construction: an eco-club and a "phyto-trail" in the Irmes floodplain opposite the horse yard, as well as a "visit center" with guest houses on the other side of the river, are planned.

This year, one of 80 victories in the competition of the Ministry of Construction went to two cities of the Amur Region, Tynda and Tsiolkovsky, - reports the Center for Territorial Development. Tynda will receive 120 million rubles for the development of a pedestrian boulevard in the city center next to the building of its administration, the authors of the project are Anton Kochurkin's 8 Lines Project Group. Moskovskaya Street and the space that continues to the west will turn into 800 meters of pedestrian space between two existing, but not very well-groomed squares. The authors have developed a design code, which they propose to use not only in this project, but also for the further improvement of the city. The paving pattern is based on traditional Evenk ornaments. A long curving bench stretches along Moskovsky Boulevard. Height differences are solved by a combination of stairs and zigzag ramps. Small / Berezovy / or Neskuchny square in the eastern part of the boulevard receives a ring-shaped canopy with round holes

The project for the improvement of the extended territory of the old airfield, the first military airfield in Russia, was developed by a large team of authors under the leadership of Alexander Demin, associate professor of the Department of Design of the Architectural Environment of St. Petersburg State University of Architecture and Civil Engineering. The developers included students from St. Petersburg State University of Architecture and Civil Engineering, as well as: administration, VOOPiK, RANEPA, Kremlin studio and St. Petersburg State University of Economics.

The territory with an area of 22 hectares, for which 100 million rubles will be allocated through a competition (the same amount is planned to be found from investors), is stretched along the railway to the Gatchina-Baltiyskaya station. From here to the palace - 10 minutes on foot. But behind the railway, the UNESCO monument, Gatchina Park ends, and the Aerodrom district, built up with panel houses, begins. The former airfield has preserved the remains of the old hangars, but is mostly destroyed: the sports and recreation center, the shopping center, the market have settled here, everything looks pretty dull so far. The project proposes to reveal the history of the place and introduce new functions - proposed, for example, a wind tunnel - as a reminder. As well as a skating rink, bike paths and a private open-air aviation museum: military planes are planned to be placed in the southern part. The existing greenery has become one of the advantages of the site and, of course, will be preserved. The market is not driven out, but offered to settle in modern modular cells.
