Re-School is an expert and educational platform in the field of preservation and sustainable development of heritage, a joint project of Ecole de Chaillot, the Rozhdestvenka architectural bureau, the Higher School of Urbanism of the Higher School of Economics, created with the support of the Ministry of Culture of Russia, the Ministry of Culture of France and the Franco-Russian Trianon dialogue”, initiated by Narine Tyutcheva.

The uniqueness of the Re-School lies in its comprehensive approach to the preservation and development of the historical environment. During the academic year, students prepare a comprehensive concept for a master plan for one of the cities of Russia, as well as a concept for the preservation of cultural heritage sites located in the selected city. The tools are Re-technologies: restoration, reconstruction, renovation, revitalization and revalorization. The first graduates of the Re-School, who received the Master in Sphere of Heritage diploma, worked with the historical center of Yelets.

The selection of objects for survey and revalorization was preceded by a comprehensive analysis of the city. The architectural-spatial, natural and landscape contexts, the connectivity of the city, its socio-economic context and culture were considered. The main problem of Yelets today is the desolation and degradation of its historical center, which has the status of a historical settlement of federal significance.

Three empty municipal property located in different morphological zones of the historical center were chosen as the starting impulse sites.

“The project is dedicated to the revalorization of the building of the former District Zemstvo Court, as well as the study of the adjacent central quarters.

The district court appeared in the city during the zemstvo reforms of the second half of the 19th century with the zeal of Yelets merchants and served as an impetus for the development of the adjacent territory. Now the building houses a music school, it is also used for municipal needs [it is characteristic that it is guarded like a house in which in 1917 the military revolutionary committee of the Yeletsk district was located - approx. ed.].

In the course of the work, the concept of restoration and adaptation was prepared. The building is not badly preserved: although the external decor has been lost, the interiors have been partially preserved. The mission of the project is to adapt the building for a new significant function, which will again become a driver for the development of the entire adjacent territory.

The second part of the project is a field and cameral study of one of the most impressive historical territories preserved in Russia - Yelets Red Square and two surrounding quarters. Generous Yelets merchants did not stint, public spaces, framed by excellent architecture, appeared in the city with their care. The study revealed that the 120-year-old quarters have largely survived: most of the buildings have survived, the layout has undergone minimal changes. However, life has gone from these quarters: trade and religious functions have degraded.

The main goal of our work is to return people to the city center, and to the center - people: both citizens and tourists. For this, it is proposed to recreate the buildings of the shopping malls on the territory, to reconstruct the buildings of the school's workshops, to streamline the courtyard buildings, to reconstruct the neighboring territory and fill it with various functions."

“The main task of the study was to find out the reasons for the decline of this historical part of the city. The research and analytical work was carried out by the group thoroughly and deeply, many aspects characterizing the territory were touched upon, the presentation was well structured, the conclusions were substantiated. Separately, it should be noted the analysis of the space of Red Square, as the most important element of the center of Yelets. Within the framework of the project, it was proposed to reprogram the area and regenerate its planning structure.

The key idea of the project: adaptation of the building for a new function, which will give impetus to unleash the potential of not only the object itself, but also the central part of the city."

“The second group developed a concept for the preservation and revalorization of a semi-stone merchant mansion, a former apartment building, also located in the historic center of Yelets. The main condition for this task was the careful introduction of new ideas into the existing buildings and the environment. The central part of the work was a house reconstruction project with the aim of reviving the suburban type of development and the subsequent resettlement of residents from dilapidated and dilapidated houses.

The resettlement program is one of the most important and urgent problems of historical settlements in Russia. The high demand for it leads to the workload of local authorities, which do not have time to satisfy the requests of all interested citizens. The proposed approach will make it possible to more effectively manage budgetary funds, while simultaneously solving the problems of improving living conditions and carefully preserving the historical heritage.

In the course of the study, the students identified the distinctive features of the studied territory and the threat to the suburban way of life due to its displacement by modern apartment buildings.

The solution to this situation was the proposal to include abandoned facilities in the city center into the program for the resettlement of the emergency and dilapidated fund through major repairs and adaptation to modern living conditions. There are four apartments in the house, three of which are two-level, allowing to breathe life into the old merchant house: it can accommodate both a student and a large family."

The research and analytical work was carried out by the group thoroughly and deeply, many aspects characterizing the territory were touched upon, the presentation was well structured, the conclusions were substantiated. Separately, it should be noted the analysis of the suburban morphotype, as an important element of the historical cities of Russia. Within the framework of the project, it was proposed to use this facility as a launching pad for the reconstruction of the suburban type of development and the subsequent resettlement of residents from hazardous housing. “The territory of pre-regular Yelets, the most ancient part of the city, is located on the high bank of the Bystraya Sosna River - this historical view is the main image of Yelets. The silhouette crowned with the Ascension Church is the intersection point of the five rays of the main entrances to the city. Red Square, on which the temple is located, was originally the site of an ancient fortress, the border of the city, which changed several times over time. After the construction of the Ascension Cathedral, the pre-regular part was physically and mentally cut off from the central part of the city.

As a result of urban planning analysis, it became clear that the reasons for the historical degradation of the territory are mainly associated with monofunctionality, the lack of utilities and descent to the water, as well as with the problems of land surveying. The main proposals for the regeneration of the territory were directed to:

  • to preserve the transport and pedestrian frame, pre-regular planning - the main feature of this part of the city;
  • to identify two circular routes that reveal the historical phenomena of the place and views of the Zososenskaya part, connect the territory with the city, as well as with exits to the river;
  • to restore the historical density, which is now lost and endangers the disappearance of panoramas from the river, which are the subject of the protection of the historical settlement.

An abandoned cultural heritage site in disrepair, located at the foot of the temple and historically forming Red Square, was chosen as an example of the development of buildings. The position of the object and the visibility from all panoramas endows it with the unique task of the “Home-navigator”. The main symbols of the city are visible from the windows of the house: the Ascension Cathedral, the Vvedenskaya Church, Argamach, Zasosna and many other architectural dominants. This circumstance makes each of the four facades the main one. This area requires a targeted implementation of public functions, so we decided to create a tourist center, restoring the historical zoning of the site with a garden and a vegetable garden. On the ground floor there is an information center with a cafe, a lecture hall and a library, where you can learn about Yelets and the activities around, or see and decide what Yelets is, having examined the city from the second floor, which, a few years after the launch of the project, will be able to accommodate the function of a hotel …

The project implies a careful restoration of the house and a light construction of an extension - an observation walk, located on the site of extensions modified over the centuries, which formed different scenarios of entrances to the house: to the first floor, the second and the basement. The house was repeatedly built on and rebuilt, constantly changing and adapting to new owners. The extension is an image of scaffolding, which will become a symbol of the preservation and development of the most ancient territory of Yelets and the city as a whole."

“Based on the results of a comprehensive urban planning study within the framework of the master plan, the group selected a fragment of the pre-regular development of Yelets, where the cultural heritage object -“the apartment house of the Sergeevs merchants, built in the middle of the 19th century,”was selected as an impulse object. The next stream of the Re-School starts training on October 8, an application for training can be submitted until September 26th. The school also conducts refresher courses.
