Megapolis FREE City combines three types of layouts: rectangular lattice, radial and hexagonal layouts. Radial highways represent growth axes, connecting them in a hexagonal matrix, large streets run along the shortest possible route, a rectangular lattice remains the most effective method for planning individual quarters (however, their outlines are rounded towards the city center).

The city is equipped with an extensive public transport system: any point of it is located within an 8-minute walk from the tram stop. In places where functional zones overlap, areas of "vertical urbanism" appear. Business, medical, educational, cultural "centers of activity" are envisaged. It is also planned to mix functions and types of buildings throughout the city.

Romero proposes FREE City as an ideal blueprint for a new city for any rapidly developing country, where megacities emerge almost spontaneously and are often not very convenient for life (just remember China). The architect puts the assistance of the authorities as the main condition for the founding of such a city: they must allocate at least 100 km2 of area, create a special economic zone and a high level of self-government there.
