As we have already reported, the consortium led by Project Meganom became the winner of the international competition for the development of the urban planning concept of the territories adjacent to the Moskva River. In accordance with the terms of the competition, the winner will be hired as a consultant for the further development of the project.

The results of the competition yesterday at the IV Moscow Urban Forum were announced personally by Moscow Mayor Sergei Sobyanin, who gathered representatives of all six finalist teams in front of the central stand in the Manezh; The mayor said that the most interesting and important proposals - and they, according to the mayor, were present in all the concepts presented without exception - will be used in further work to implement the grandiose plan.

The announcement of the results of the competition was preceded by a long meeting of the jury, according to one of its members, Alfonso Vegara, it lasted more than ten hours. Meanwhile, according to Marat Khusnullin, each member of the jury noted in his personal vote the project of the Meganoma team, which won, thus, by a large margin. Khusnullin also promised that some of the ideas will be implemented in the near future.

It is very important here to think over not only the general urban planning concept, but also the architectural facade of this street. “Our meeting lasted more than ten hours, during which we very carefully analyzed and discussed the final presentations, revealing in them a lot of the most important ideas for the city - both at the regional level and at the level of individual territories. The Moscow River development project is huge in scale. At the same time, I was shocked by the number of various proposals made by the participants at the urban planning, economic and environmental levels. The participants in the competition are real heroes. They have done an incredible job in such a short time, considering that Moscow is one of the largest cities in the world. I believe this experience is very important for the development of Moscow. It was interesting for me to see all six projects - each has practical, correct and implementable proposals, so I really liked the idea of using not one winning project, but also the solutions of other teams that will be involved at different stages of work”.

“The winning project was delivered by an incredibly strong team. I am very familiar with Yuri Grigoryan and I know in him such a happy property - the ability to accurately formulate your thoughts, without being scattered over trifles. He focused on the most important city points, proposing the most correct solutions for them. The concentration of efforts was the highest. Many participants considered different aspects, trying to solve individual problems of the river. Meganom has the most integral, focused solution.

At the same time, I cannot but note how in such a fantastically short timeframe of the competition (two months - ed.), The participants managed to achieve the highest results. To be honest, I was expecting only a superficial analysis, in fact, all the participants did a very serious research work and, as a result, presented very deep final proposals. ***

The implementation of the concept will take place in three stages: the first involves the implementation of some ideas for the improvement of coastal zones, it is planned to be completed by 2017; the second covers more important urban planning tasks - until 2025; all work is planned to be completed in 2035. The Meganoma consortium focused on ports - portals that combine water and walking, cycling and other routes, forming an “intensification acupuncture”. The authors also proposed the idea of ecological islands filtering the surface runoff: “water enters the lagoon between the breakwaters and is purified, bypassing the island,” and planted the banks of the Vodootvodny Canal and the Kremlin embankment with aquatic plants, adding a lot of soft lake greenery to the granite embankments. Plants will also need to filter the water. The authors turn Strogino into a sports park with six zones, in the center of which a unique "green building" appears in each case. Instead of the territory of Moscow City, the architects considered Mnevniki, placing there "Parliamentary Gardens" - ten gardens and parks. In the northern part of the peninsula, a place is reserved for the "modern iconic" building of the parliamentary center. Entrances to parks, both sports and parliamentary, are supposed to be free. winners of the 2012 competition for the reconstruction of the peninsula, although then the project of the Research and Development Institute of the General Plan came to the fore, and later, already in 2014, the territory of ZIL was again declared an object of attention - this time, for the participants of the Moskva River competition. “Our concept is called“Port of the Future”. For ourselves, we have identified as the most important task to consider not only separately the Moscow River within the city, but to study in detail the entire system of rivers with large and small tributaries and canals as a single, living ecosystem. Together with the Moskva River, they must become clean, accessible and active.

As for the city, we conditionally divided it into two parts: the center and the periphery. For the center, we propose a milder, ecological strategy: public spaces along the river and water-purifying plants transferred directly into granite canals. In the peripheral districts of Moscow, the river is mostly inaccessible to the city, so we wanted to open approaches to the water, creating the necessary public zones - ports. Thus, the Moskva River will become the linear center, the backbone of the city. It is important that this leads to equal access to water for all urban areas. Ports are divided into large regional ports - 11 have been designed, and small regional ports - there are only 26 of them.

In the project, all teams were asked to consider in detail the three main zones of Moscow: the Stroginskaya floodplain, the Moscow-City complex and the territory of the ZiL plant. We understood that the most important task for Moscow was the development of Nizhniye Mnevniki, where it was decided to move the parliamentary center. We called this point in our project "The Gardens of Parliament", since it is important to create a park with a parliamentary center there, and not vice versa. The Planet ZiL project was developed by us within the framework of another competition. Then it was planned to locate the parliamentary center there. Now the situation has changed, but ZiL will continue to develop as a city within a city - in terms of scale it is a full-fledged city with housing, shops and jobs. As for the City, for this territory we have developed one of the major ports - a hybrid port with restaurants, retail outlets, public places and so lacking parking spaces included in it. Coupled with the addition of vibrant color schemes, this port could revive the rather discreet City complex.

One of the important proposals of our project was the idea to determine the date of a new holiday - the day of the river. We have a city day, but no river day. In my opinion, such a city-wide holiday, involving mass walks along the river, would allow to remind the townspeople that there is a river in the city”.

Turenscape identified five issues: ecology, transport, social balance, the need for cultural revival and economic activity. They view the river as a key element of the city's structure, while calling for so-called anti-planning: the priority of ecology over any modernization and taking into account the safety of the environment in any transformations. The new human-centered coastal transport network includes speed limits, skiing and skating.

The authors interfere with the nature of the Stroginskaya floodplain minimally. Krasnopresnenskaya embankment is being converted into a pedestrian zone, directing transport to 1905 Goda Street and Mantulinskaya. Along the river, the authors propose to create park terraces, an amphitheater with a deck and other recreation areas. The territory of ZIL Turenscape is being transformed from an industrial into a green zone, a "Social Factory". In addition to recreation, scientific, technological and art institutes, as well as a tower with residential, commercial, hotel, recreational and public areas, arise here.

Without dividing the territory along the Moskva River into zones, the authors propose to mix several functional scenarios in one section-layer, each with an iconic building that attracts residents from other districts of Moscow. The "layered" system will allow the reorganization of the territory gradually, and each zone will be immediately provided with all the necessary services.

The authors propose the creation of new transport hubs, the unification of ground transportation, metro and parking networks. Development of water transport - through the construction of new berths, which also serve as recreational spaces. Only pedestrian and bicycle paths, as well as small service facilities, are added to the natural landscape of the Stroginskaya armhole. The restored buildings of the ZIL complex are saturated with business and social functions, continuing the industrial aesthetics of the place in new facades and public spaces.

Maxwan builds the ideology of the project on four key points: development of a network of pedestrian and bicycle paths and passenger transport; creation of dominants, reflecting the "spirit of the place"; transformation of problem areas; restoration of the natural bank of some zones of the Moskva River and the creation of green corridors. The authors propose to improve water transportation, to create a TPU next to the river, providing a connection between different modes of transport.

The natural environment of the Stroginskaya armhole is preserved with the improvement of the cycle structure and the pedestrian network. New residential buildings are located along the edges of the natural area. In the City, the embankment is being planted and noticeable centers and spaces are being created, and the pedestrian and bicycle network is being developed. At ZIL, Maxwan was proposed to create two boulevard rings and green wedges, originating from the Moskva River embankment, going inland. It was proposed to subordinate the new residential and public buildings to the industrial style characteristic of ZIL.

"Ostozhenka" presents the river as "a necklace of semantic segments" linking different areas of meaning. The authors place "pedestrian capillaries" along the river, and consider it as a kind of longitudinal bridge connecting different parts of the city. It is proposed to launch several new types of barges plying the river from Khoroshevo-Mnevniki to Nagatino: a beach barge, a restaurant, a skate park or a swimming pool.

Realizing that the actualization of walking, cycling and other positive types of traffic in the river zone requires a change in the entire structure of Moscow transport as a whole, Ostozhenka proposes a number of measures: the transition to a chord system, the construction of alternatives for Volgogradsky and Kutuzovsky avenues, the development of transport permeability of industrial zones and other closed territories, development of passenger transport, cable cars and mini-metro.

The Shchukinsky peninsula in the Stroginskaya floodplain remains natural: swamps, willows, tall grass meadows, picnics, walks, swimming, eco-trails, piers, boats. The left bank of the City, on the contrary, becomes a highly urbanized embankment. Two new bridges have been proposed: to the Prenenskaya embankment and the 1st Krasnogvardeisky passage. On the high right bank of the river, that is, on the side of the existing Kutuzovsky Prospekt, the concept creates a comfortable pedestrian embankment with terraces and a spectacular view of the City and the urbanized left bank. ZIL develops on the basis of the old planning axes of the factory time; in the center is the neutral zone of the park. The authors consider it important to purify the water in the backwater and turn it into a "harbor", although the dream of returning the Moskva River to its former channel is considered unrealistic due to the existing Zamoskvoretskaya metro line and the associated transport infrastructure.

In addition, the concept of "Ostozhenka" introduces the theme of the Moskva River basin, expanding the scope of the competition TK: the architects pay attention to 140 tributaries of the Moskva River, and propose options for the development of three of them, taking, for example, the Filka River, which now flows into pipe under the metro line; the river is opened and a park is arranged. “In fact, the city is acquiring one hundred rivers instead of one,” the authors say.
