Today in Russia the legal framework for attracting private investment in the housing and communal services sector has been fully formed, and the mechanisms for the development of public-private partnerships (PPPs) are being actively introduced into economic reality. The industry has significant efficiency gains. At the same time, in conditions of economic turbulence, it is favorably distinguished by such parameters as guaranteed demand and predicted price. However, solving the problems of the housing and communal services sector with an insufficient financial base of local budgets requires improving the existing PPP mechanism.
According to expert estimates, up to 30% of the fixed assets of housing and communal services in Russia have already served their standard deadlines. Today, the country is on the 80-100th place in the world among 146 countries in terms of housing conditions, taking into account their comfort.
