The site for future hotels is located opposite the Kupchino metro station and borders on two busy highways: Vitebsky and Dunaysky avenues. This quarter has not yet been developed, most of it is occupied by old garages, as well as a residential complex, which is being built by the LSR company. Hotel buildings will be located right in front of it, on the red line of Vitebsky Prospect. According to Sergei Oreshkin, they will become a picturesque "screen" that, due to the play of scales, will not steal sunlight.

The customer is building a series of similar hotels in different parts of the city (a similar project for Bolsheviks Avenue was discussed at the previous council). On Vitebsk, two plots of 0.6 and 1 hectare will occupy buildings with 534 and 1006 rooms, respectively. The hotel is not a star; it will mainly house one-room rooms, but there will also be multi-bed hostels and suites. The first two floors will be occupied by offices, a large medical and sports center, restaurants and cafes.

The A. Len bureau proposes to accentuate the corner of Dunaisky and Vitebsky avenues with a tower 89 meters high, the maximum height on the second section is 65 meters. Against the backdrop of the rigid line of 75-meter LSR houses, a dynamic silhouette will appear with various textures on the facades, which are similar in palette to the LSR buildings. The shape of the hotels on both sites is almost identical, but on a different scale. Sergey Oreshkin admitted that he has realized here the long-standing idea of a baroque distortion of space, thanks to which the feeling of a silhouette growing as it approaches the object is created.

The site is bounded by the Kushelevskaya road and the continuation of Bestuzhevskaya street and is surrounded by high-rise residential buildings: 75-meter residential complexes "Kantemirovsky" and "Kalina-park". The presented complex ends the block from the side of Bestuzhevskaya Street.

Four buildings elongated in the plan are united by an underground parking. The rhythm is supported by color terracotta inserts, the corner is accentuated by a rise of one floor. The height of the complex is 55 meters, which, according to the chief architect of the project, Mikhail Kopkov, is due to the "complex in configuration" site and high neighboring buildings. An ice arena will be built next to the residential buildings.

At first, the members of the City Council expressed themselves neatly and somewhat vaguely. The reviewer Anatoly Stolyarchuk even suggested agreeing with the presented version and noted that “with all the neutrality of the facades, they look calm,” and it would be strange to make them lower in height.

Then there were comments: it is impossible to leave the labyrinth of intra-yard roads, there are twice as many kindergartens, the courtyards are dark. Advice was sounded to round off the corner case and “not just divide with thermometers” the volume of the array. The assessments were getting tougher, it seemed that all the pain from modern suburban new buildings poured into the project. According to members of the City Council, the result was "aesthetically gloomy and monotonous space", "frenzied psychological pressure", "eerie monotony", "a fortress wall around the playground"; even "delirium" and "insanity". They concluded that "the architecture of the customer and his too obedient architect" came out.

Many expressed dissatisfaction with the current trend: lately, the council has been constantly discussing deviations from the base height and, as a result, accepts them. Developers see only the second digit - the maximum height - and easily justify their choice with unfavorable sites, while deviations should only occur in unique cases. It turns out that the innovations in the fortieth article of the town planning code do not make any sense. It was proposed to formulate clear criteria for when deviations from the height limit can be tolerated and when not.

The chief architect was surprised at the emotionality of the discussion and suggested remembering that earlier such projects were not brought up to the council at all, but “they were building seventy-five meters at a time in every way,” and “St. Petersburg is a priori unfavorable areas”. Against the background of other statements, his assessment was rather positive: the entire middle part of the quarter is already built up and rather disorderly, and this project cannot correct the lack of urban culture in this quarter. Rather, he "must obscure what is happening inside." In his opinion, "you should not be afraid of long buildings: the eye needs to calm down somewhere." ***

Finally, for the third time, the sketch for the reconstruction of the Park Pobedy metro pavilion was discussed. To be correct, the designers proposed three options at once, each of which found both supporters and opponents.

The first option is modified after the previous advice. Many considered it too serious, memorial, evoking associations with the cemetery style. For others, the ritual and the theme of memory seemed the most appropriate (during the blockade, there was a crematorium on the territory of the park).

In the second version, the authors were inspired by the development of the Moskovsky district and, above all, by the Russian National Library, which stands opposite the metro lobby. The reviewer Vladimir Linov liked this sketch more than others, who called it an architectural success, since the building demonstrates what is happening inside outwardly: the sloping dome clearly goes underground. The glass park solution and the monumental entrance create an interesting, though not quite harmonious game. Others thought that the library was so good and interesting that there was no point in trying to quote it.

In the third version, the authors tried both to preserve the image of the existing building, and to quote the entrance part with a canopy of the sixties, adding modern details. Vladimir Linov considered the quoting of the lost building a strange phenomenon, which soon no one will be able to understand. Others found such a decision interesting and respectful, and the existing image of the park pavilion was a great author's success.
