The project of a house at the confluence of the Black River and Bolshaya Nevka was discussed at the City Council for the second time.
Six months ago, experts did not like the exit to the red line, since the neighboring buildings on the embankment slightly retreat from it, as well as the transfer of the Imperial Orphanage building along the rails. It is worth recalling that next to the site there is also a federal monument - Golovin's wooden Dacha with a small garden.
The revised version takes into account the remarks: the new house obediently retreated from the red line, the body of the historic building remained in place. The section overlooking Bolshaya Nevka has become more extended, and the Orphanage, which will be adapted for a kindergarten, is hidden in the courtyard. The attic increased by one floor, which made it possible to plan duplex apartments.
In the corner of the plot there are sports and playgrounds related to the residential building. It turned out more difficult with the kindergarten site - its architects propose to move it to the territory of Golovin's Dacha. Customers will try to coordinate such a move with KGIOP, since they are preparing documentation for adapting the Dacha for offices.
Stepan Lipgart showed two options for working out the part of the house facing Golovin's Dacha - with a gradual decrease and without, but with an increased offset from the monument. Looking ahead, we note that the majority of the City Council members spoke in favor of the second option, "no curtsey."
Architecture, tectonics remained the same: arcs formed by loggias, protruding volumes of bay windows, a light wave on the facade and “ripples” of windows convey the urge of water. According to Stepan Lipgart, "a chaotic pictorial theme is superimposed on a strict modular frame." The idea of making the house a link between the “new city”, which is a large-scale residential complex Riviere House by Evgeny Podgornov, and a historic wooden building has also been preserved.
Members of the City Council spoke generously and variedly, which can already be regarded as an assessment: there were no indifferent people.
Predictably, there were opponents of the updated general plan: now the house suppresses Golovin's Dacha, it still needs to be moved. Some went further: Wed eone or two floors, cut off there, cleaned up here, or even not build at all - it would be better to have a public garden. Although, in general, they agreed that the master plan turned out to be more intelligible, and the work looked more professional.
More than usual talked about architecture. Recently, such discussions have somehow not been accepted, because it is a matter of taste. But either Stepan Lipgart seems too young for such projects and sites that he wants to give advice, or his work disposes to discuss it - this time there were a lot of words.
Reviewer Evgeny Podgornov suggested that the house is more suitable for a green area, and the architecture could be less fractional, because "the embankment of the driveway, balconies and ledges will soon begin to grow overgrown with black dust from cars." Vyacheslav Ukhov did not like the "sagging line on the facade", which was later compared with the org andNo. Alexander Leontyev drew attention to the fact that “no examination will miss the raised parapet,” which closes part of the attic windows at peak points.
Sergei Oreshkin called the façade expressive and called for “to calm down and make the architecture quieter” so that one could “feel the system, a certain repetition”. Felix Buyanov called the work talented, but suggested that the architect "found himself face to face with strong customer pressure, the huge ambitions of the project prevent it from being realized." Also, the facade was called dug, excessively plastic, insufficiently monumental.
The presented work forced one of the members of the City Council to quote Francis Bacon: "there is nothing truly beautiful without a certain amount of strangeness," although he estimated strangeness at 100%, because "a strange master plan, a facade, crazy layouts, all norms that can be violated are violated, and in general, the yard will smell like cutlets from the kindergarten catering unit. " And if the same expert assessed the work at the level of the third year of LISS, then Vladimir Grigoriev compared its expression with the Elb Philharmonic, spoke quite poetically and uncharacteristically: “vibrates like a drapery in the wind”. However, he also noted the problem areas: the inexplicability of the kindergarten in the yard, the redundancy of the project for its site, the need to "discard the unnecessary and bring the pledged beginnings to a ringing."
The issue of changing the composition of the City Planning Council
During the second and very short agenda, it was decided to vote for the following way of the upcoming rotation: transfer about a third of the city council members with the worst attendance to the expert council, and vice versa - make the most active experts members of the city council.
