Quite a large area - at 221,000 m2 housing, should appear on the site bounded by Volkhonskoye, Kievskoye and Rekhkolovskoye highways. One of its borders coincides with the border of the city and the region. To the north of the site is the Pulkovo Observatory, whose buffer zone ends just on the Volkhonskoe highway, and the entire territory up to it has already been lined with future residential complexes - Yugtown, Planetograd, Pulkovskie heights and On Tsarskoye Selo Hills.

According to the general plan, the site belongs to zone D, that is, it is intended for public and business development with the inclusion of residential buildings. However, the customer exercised his right and made the main one nevertheless a residential function, which caused complaints from several experts: in their opinion, it is necessary to strive for a polycentric city structure and in such a large area to create jobs, among other things.

The head of the studio, Yuri Mityurev, said that the development will occupy only half of the site, since a power line passes through it, closer to the Kiev highway. Urban blocks with four-storey buildings are grouped on the opposite side into four residential "islands", separated by green and recreational areas, which will house schools and kindergartens, sports and medical facilities. The class of housing is budgetary, the customer has abandoned underground parking lots, so parking lots will appear along the perimeter of residential quarters. An intra-quarter street with several turning rings will connect Rekhkolovskoye and Volkhonskoye highways. Shopping centers will be located along the Kiev highway.

The comments of the members of the town planning council were mainly related to the road network. According to Nikita Yavein, it is impossible to cope with such tangled streets without a navigator, but Vladimir Grigoriev found a plus in this - cars will not be able to accelerate to high speed. According to the architect Sergei Bobylev, “the street is the primary element of the urban environment”, but in the project it is not worked out carefully: we need a system of passages between the quarters, a more elaborated adjoining to Volkhonskoe highway, entrances to shopping centers. He also suggested replacing multi-storey parking lots, where no one buys, with simple open ones - for example, along power lines. This idea was supported by Mikhail Kondiain, who praised the Finnish version of two-storey car parks - inexpensive and comfortable, according to the architect. The intra-quarter street was proposed to be moved to the border line with the region.

Many were also embarrassed by the fact that entrances to residential areas form parking lots, but in general, the concept was supported, suggesting that it be improved. ***

The new sketch surprised the experts by the radical absence of a second building in the depths of the site, instead of which a square appeared. The number of rooms, accordingly, was reduced to 849. As the reviewer of the project Anatoly Stolyarchuk noted, this solved the problems with insolation, improved indicators for landscaping and the number of parking spaces, changed the space-planning solution and "the building breathed."He also assured that, judging by the layouts, the building cannot be turned into an apartment - this is exactly a hotel.

According to a number of council experts, the new option gives hope that their work is bearing fruit - the project has become better. Others, however, felt that improvements were not enough. Nikita Yavein noted that the main thing has not been fixed - the height is under 75 meters, despite the fact that the surrounding buildings do not go beyond 50. Since it turned out to remove the whole building, why not make the new volume lower, but a little longer? Felix Buyanov called "impudent removal of the building to the red line" impossible: an area is needed in front of such a large building. And the facades, in his opinion, “have lost their primeval charm because of the glass stripes, we need to return to uniform perforation”.

Svyatoslav Gaykovich considered the three-story volume to be primitive, which will house the lobby, restaurant, conference and gymnasiums - it can be made more interesting. Evgeny Gerasimov suggested removing this volume completely. Vladimir Grigoriev summed up: if the hotel is made lower - then it is possible to enter the red line, if you keep the height - it will cost to "push it back". ***
