The competition for the master plan of the area near the Samara Arena, announced at the end of February, attracted 27 applications from 15 countries. The participants were tasked with developing projects for the integrated development of an area of 397 hectares, discovering not only new opportunities for using the legacy of the 2018 FIFA World Cup, for which the arena was built, but also the tourism potential of Samara in general.

The projects were developed by four finalist consortia led by Drees & Sommer, IND architects, Aurora Group and KPMG. In the end, the latter won the victory, but the Samara authorities do not exclude the possibility of using the solutions proposed by the rest of the finalists in the development of other territories of the region.

Below are all four projects presented to the jury.

First place

The priority chosen by the authors of the concept is indicated in its name - "Samara Green City". In the first place - care for the environment, preservation of natural diversity, reunification of the historic city center with the surrounding green areas. In addition to ecology, the main components of the project were economics and emotions. And if everything is clear with the economy, then emotions are a lot of interesting opportunities for recreation of Samara residents and guests of the city.

Ecology, entertainment and economics are represented in the master plan of the territory by three clusters. The first is a large-scale world-class park. The second includes the arena itself and other sports facilities, a car cinema, a hippodrome, and playgrounds for family recreation. And in the economic cluster - the central square, a congress center, a musical theater, medical institutions, an art village, residential areas and a school.

The SMART Samara concept is being built around two new blocks near the stadium. The first one is scientific and technical, cluster "Technopolis". The second, balancing it, is the sports and entertainment “Zhiguli Garden”. This balance is intended to improve the quality of life of citizens, to attract tourists, businessmen and investments to the Samara-Togliatti agglomeration. The authors sought to create a project that is financially and technically feasible, not divorced from today's reality and with an eye on the coming decades.

This concept is based on the 20-minute city format. The bottom line is that the residents of the district do not have to spend more than 20 minutes on the road to the necessary city services. Work, home, places for sports or outdoor recreation - all this should be located nearby. However, the area should become attractive not only for citizens, but also for investors, which could bring the region's economy to a new level.

The architects decided to turn the territory near the stadium into the sports core of the city. However, in addition to the sports and entertainment cluster, it is proposed to create several more: residential, recreational, congress and exhibition and office and scientific. So the area could become attractive for townspeople of all interests and ages. Children's football school, sports facilities for professionals and amateurs, a park with recreation areas and attractions, a concert hall and an exhibition center - the creation of such an infrastructure will allow not only to include the stadium in the life of the city, but also to form a real center of attraction at the competition site.
