The first at the council considered the project of a multifunctional complex with an underground parking near the Kievsky railway station, presented by TPO "Reserve".

Vladimir Plotkin also showed

a previous project from Flat & Co, considered and not adopted at the arch council a year and a half ago. Then the main complaint to the design solution was the impossibility of organizing through pedestrian traffic on the territory, and in general, the problem of "connectedness" of the quarter. This project was then finalized according to the comments, but in the process of work the customer decided to increase the number of residential areas and ordered a new project of TPO "Reserve".

According to the new wishes, it was necessary to place a residential complex, a shopping center and an office part on a fairly compact site located near the Kievsky railway station across the street from the Kitezh complex. Based on the size of the site - 2.9 hectares and the limitation of the height of 55 meters, a closed urban block with a vast courtyard was formed. Analysis of the difficult transport situation dictated the placement of four residential and one office building along the perimeter of the site. The cantilever removal of one of the buildings towards Kievskaya Square and the turn of the other to provide insolation gave the composition dynamics.

Shopping center with an area of 34,000 m2, through which transit traffic towards the Dorogomilovsky market is carried out, is located on two levels in the underground part of the complex. Below is an underground parking lot for 1017 cars. Above, at the level of Kievskaya Street, shops are also provided, already in the "city" format, and thus the MFC combines two formats of trade: the urban street format and the "suburban" format of the mall. This decision made it possible to equip a fairly spacious courtyard for a residential area, closed to cars, excluding special vehicles.

The office block, somewhat distant from the residential buildings along Kievskaya Street, is distinguished by more austere facades with a predominance of glass surfaces and characteristic triangular bay windows.

The council members considered the submitted draft to be convincing. During the review, the details were clarified - in particular, it was noted that the elevation of the complex was higher than that of the neighboring building of the Kitezh office center. The issue of transit through the shopping center was also discussed. The subject of discussion was the difficult situation with the land users of the adjacent areas.

“It so happened that at the Architectural Council we are considering projects based on the already issued GPZU, and therefore in the volumes that have already been announced and with which the architect is forced to work. In this case, it seems to me, the volumes here have been exceeded by about one and a half times, - said Andrei Gnezdilov. - This project, done very professionally, provides the only answer and a possible way out, but in general the situation in this area is not easy. Earlier, it was already discussed that it is necessary to extend the Mozhaisk dead ends in order to organize traffic and solve the problem of the area's permeability, but this was not done. Let's hope that it will happen after all."

The second discussed project was also associated with the GPZU - a multifunctional complex at the address: 1st Setunsky proezd, vl. 6-10, the concept of which was developed by the architectural bureau of Sergei Skuratov. According to Sergei Skuratov, about a year ago, the customer was presented with several options for a pre-project proposal in accordance with the GPZU, in which a height limit of 75 meters was spelled out.

Given the location of the site near the natural reserves "Vorobyovy Gory" and "Valley of the Setun River", the architects proposed a version of the complex with a less built-up area, which would establish a connection with the natural environment, as well as improve the species and visual characteristics of the object. According to this proposal, the height of one of the buildings was increased to 153 meters, and a recreational zone appeared on the territory thus freed.

At the meeting of the Arch Council, Sergei Skuratov presented the rationale for this decision, giving a detailed account of the project.

The plot for the projected multifunctional complex is located just 100 meters from the Third Transport Ring (from the east), the MCC passes nearby and it is planned to build a backup for Kutuzovsky Prospekt. On the southern side of the complex flows the Setun River, separated from the territory by the First Setunsky passage. The neighboring residential quarter consists of panel houses with 14 to 25 storeys, which became a kind of starting point: “When designing, we imposed two grids - parametric and insolation - and received a certain composition with a gradual increase in the number of storeys from residential quarters to TTK,” stressed Sergey Skuratov.

Four designed buildings are united by a common base, where parking and infrastructure are located: public premises, a fitness center, a cafe. A kindergarten for 90 places is planned. Other features of the project are the presence of an internal warm pedestrian space and the possibility of access to each of the residential buildings through the underground part.

The territory between the houses is being improved taking into account the relief: a main square with a cafe is being formed, sports grounds, a swimming pool, and a skateboard bowl are located. For the sake of increasing the recreational area, the customer plans to purchase a neighboring plot (0.41 hectares).

The 154-meter high-rise dominant is assigned to the Third Transport Ring and corresponds with the building of the Presidium of the Academy of Sciences and the Novodevichy Convent. For maximum ease of visual perception, its facades are not symmetrical - one of the sides is given “excitement”.

Each of the buildings has its own color: one of the buildings uses black brick, the other uses a lighter brick with copper inserts, and the horizontal volume is completely finished in copper.

Sergey Skuratov drew attention to the noise insulation measures planned in connection with the construction of the complex, as well as the improvement of the adjacent territories - the layout of parking lots, the expansion of the roadway of Setunsky passage.

The main discussion of the project by the members of the architectural council touched upon the transport links of the complex and the exit to the embankment of the Setun River.

Explaining the project, Sergey Skuratov pointed to the planned arrangement of a bus stop near the block and an underground pedestrian crossing to the river. As for the additional ties of the quarter with the city as a whole, this is a question of prospects.

The members of the council supported the project, expressing their hope for a solution to the transport problem.

In conclusion, the chief architect of Moscow, Sergei Kuznetsov, stressed that both projects were approved by the architectural council: “We have already considered the project on Kievskaya Street, and the presented version reflects positive changes. We saw the second one for the first time, and this is a strong work of Sergei Skuratov. The high-rise dominant is a relevant modern trend: the city now needs new high-rise dominants and new silhouettes. We are not afraid of them, but, on the contrary, support them."
