The new building is intended to accommodate the "start" offices of companies working in the field of information technology, in particular, the Internet. The authorities of the autonomous region of La Rioja (the administrative center of which is Logroño) strive to develop not only agriculture (in particular, winemaking), the original specialization of this territory, but also the IT sphere. This should be facilitated by the fact that one of the largest Internet providers in the country recently chose Logroño as the location of its head office.
Also in the construction of the FOA will open a training school for training specialists in the field of web technologies and a research center.
The building was erected on the outskirts of the city, in a new, rapidly developing area. It stands in the middle of a tree nursery where trees are grown for Logroño landscaping. Nearby there is a highway passing along the embankment. The height of the Technology Center is such that the embankment completely obscures it when viewed from the south and west. A similar situation was used by the architects also in relation to the use of this building by the townspeople: they can get to the roof of the building from the highway, and use it for walking during the day; at night, access is closed, as the drawbridges connecting the roof to the embankment are being removed.
The layout of the building is based on functional requirements: the internal space consists of corridors diverging from the main block at different angles, from which it is possible to enter standard cell-rooms. Wood and steel are used as the main building materials. Structural supports are carried inward from the walls of the building, which made it possible to arrange continuous glazing along the entire length of the building. High-strength glass protects the blinds from sunlight, which must be opened and opened manually. From each "cell" a glass door opens to the outside.
Climbing plants of various types have been planted around the Technology Center, which in two years should completely entwine the building and hide its facades inspired by Mies van der Rohe's Crown Hall. Therefore, while the building is braided with a web of steel cables - a support for the future green carpet.
