House of the hereditary honorary citizen S. I. Elagina, erected in the 1890s according to the project of the architect A. A. Dranitsyn, located on Strastnoy Boulevard at number 11. The mansion once occupied a dominant corner position between the boulevard and the now defunct passage, and this explains its L-shaped configuration and the presence of two different, but equally elegant facades. South, with a two-column portico, facing Passion, the east, with a portico of six pilasters, - to the present
Carriage Row. Note that the house has retained not only the facades and the fence, but also the original interiors - doors, shades, stoves. What, perhaps, is its main value for the modern urban environment. In 1920-1938, the editorial office of the Ogonyok magazine was located here, and a memorial plaque was installed on the house to its founder and editor-in-chief, a well-known public figure M. E. Koltsov.
Today, the mansion is rightfully considered an identified object of cultural heritage and is waiting for the status of a monument - the Interdepartmental Commission for State Protection of Objects of Regional Significance, headed by Vladimir Resin, must make an appropriate decision by the end of the year (i.e., confirm or deny admission under state protection).
However, as, alas, it often happens in Moscow, just at the time when the bureaucratic procedure for assigning a protected status to a heritage object is dragging on, a project for its reconstruction appears, threatening a candidate for monuments with physical destruction. It was this project of “construction of a hotel complex as part of a building restoration project with elements of reconstruction in the regeneration mode”, executed by architects Stanislav Poshvykin and S. Suzdaltsev from workshop No. 8 of “Mosproekt-2”, that was submitted for consideration by ECOS. And we must admit that even to many accustomed members of the Expert Council, this work shocked with its disdain for the heritage site.
The planned restoration assignment of the Moscow Heritage Committee, issued in 2007, provided for repair and restoration work with the adaptation of the basement floor and attic space, the reconstruction of an unpreserved one-story winter garden on the basis of archival drawings, as well as the development of a project for the improvement of the territory within the boundaries of the allotted area.
However, in Stanislav Poshvykin's project, these recommendations resulted in an almost complete reconstruction of the mansion: the project provides for the preservation of only part of its building on Strastnoy Boulevard and the demolition of the entire eastern wing, with the exception of the 6-column portico, which is simply "hung" on the new volume. In place of the dismantled fragments of the house, occupying almost the entire site and completely destroying all the trees of his yard, a hotel complex of variable number of storeys for 32 apartments with an underground 5-level automated parking is being erected (obviously, in the "regeneration" mode). And under the guise of reconstructing a winter garden (information about which was preserved in the drawings of the early 20th century), a 5-storey fully glazed building with trees on the roof appears in the courtyard of the house.
It is curious that the Elagina mansion is the closest neighbor of the well-known
the new building of Nikolai Lyzlov. This building was built on the site of the destroyed Sukhovo-Kobylin mansion: however, to the credit of the architect Nikolai Lyzlov, it must be said that he did not break the monument, but came to the site when only the requirement of the coordinating authorities to restore it in its previous forms remained of the literary famous mansion. And that was done - the facade, stylized as the “eclecticism” of the 19th century (but not an exact copy of the lost mansion), was “pulled” onto the heavily grown concrete base. The space behind the imitation of the mansion was occupied by a large (on the scale of neighboring apartment buildings) building, the architecture of which clearly echoes the "Brezhnev" modernism.
So that's what is curious - the Lyzlov's house was apparently understood here by the architects of the 8th studio of Mosproekt-2 as an absolute and indisputable authority - the authors reproduced the logic of the Lyzlov project extremely meticulously. To an inexperienced observer, it may seem that the architects wanted to enlist the support of a neighboring building, which has been repeatedly shown at exhibitions and published (not for agreement?). Stanislav Poshvykin's project is surprisingly similar - the same stump of the monument in front, the same glass-concrete verticals in the back. The preserved low-rise building front of Strastnoy Boulevard, which is based on the famous classical buildings of the former Catherine's Hospital, adjacent to the projected building on the other hand, is not taken into account by the authors at all.
But there are two significant differences: first, Lyzlov's house, despite all the "regional committee" associations, was nevertheless executed quite subtly - so much so that critics could not decide what was more in it, Art Deco or post-war modernism.
In Poshvykin's project, these subtleties, alas, are not observed - neither in proportions, nor in details. This is especially evident in the illustration where the architects "sketched" their project into a pencil drawing of Nikolai Lyzlov's workshop. Instead of helping the project, this comparison harms it - the new neighbor, sorry, looks like a bad, albeit diligent copy. Although this copy is equipped with various fashionable ecological "bells and whistles" (hello to Madame Elagina's "summer garden"): trees are not on the roof, well, just Versailles, trimmed to resemble balls and cones; the atrium is entwined with vines; there are bushes in the lobby. The height of Poshvykin's building is lower than that of the neighboring house, but there are more underground floors - as if the house was hammered into the ground with a big hammer … However, one can certainly say that the building creates a symmetrical pair and fits into the ensemble of the Lyzlov building. But as soon as we look at the pictures, it becomes clear - no, it's still a bad copy, not an ensemble.
And finally, secondly, which is especially important: Lyzlov's house was built "from scratch" after the destruction of the estate, in this case, the estate is still intact, and moreover, it is awaiting the status of a monument. It is not too late to stop the process.
Perhaps it only remains to add that the area of the new construction exceeds the dimensions of the existing mansion by 11 (!) Times. However, this is still not the most interesting thing in the project of the 8th workshop.
The most interesting thing is that the Moscow Heritage Committee did not find any violations in the architects' proposals and approved the preliminary design for further work. This project is a very typical, downright typical example of manipulation with the so-called "subject of protection" and the boundaries of the territory of the monument. In this case (as in many others), for some reason, only a part of the building was recognized as the subject of protection; the territory of the monument, on which new construction is officially prohibited, was reduced in several stages (read: meetings of various councils) to a stain of a house. Which, in fact, served as the basis for the development of a barbaric project. As for the city structures, which, it would seem, are obliged to protect the interests of Moscow antiquity, they, as eloquently follows from this example, easily turn a blind eye to the most flagrant violations of the principles of restoration of heritage sites.
The ECOS Presidium unanimously rejected Stanislav Poshvykin's project. The Council's decision states: "The planned activities will practically lead to a complete loss of the historical and cultural value of the identified cultural heritage site, a radical transformation of its perception and damage the historical and urban planning characteristics of the territory adjacent to Strastnoy Boulevard." Some members of the ECOS Presidium also spoke in favor of postponing the consideration of the submitted pre-project proposals pending clarification from the monuments protection authorities - in particular, how such a project will affect the prospects for the inclusion of the identified cultural heritage object in the register.
It should be noted that the ECOS decision made in June, apparently, had its effect, and until now the preliminary design has not yet appeared on the regulatory commission of the chief architect Alexander Kuzmin.
The fate of the second object considered at the ECOS meeting - Saltykov's house on Bronnaya (Tverskoy Boulevard, property 27/20/1) at the moment looks comparatively less sad. Here we are talking about the "regeneration and restoration" of buildings that survived after the barbaric destruction of the main part of the estate in the 1990s. In other words, almost everything that can be broken here is now going to be restored by the forces of the same Mosproekt-2, but under the leadership of Vladimir Kolosnitsyn (M. Posokhin, V. Kolosnitsin, E. Smirnov).
To date, only the main house built by Matvey Kazakov has survived from the estate, which happily survived the fire of 1812, but did not manage to survive the dashing 1990s. A. N. Nekrasov. On the western side, at number 25/18, the site is adjoined by an object of cultural heritage of federal significance - the city estate of A. A. Yakovlev, XVIII-XIX centuries, better known to today's Muscovites as the Literary Institute.
The project (we wrote about one of the failed attempts to agree on it at the public council on April 23, 2009) provides for the restoration of the preserved monument building (it will house the state art and aesthetic school for disabled children), as well as the restoration of the perimeter building of the property with the reconstruction of street facades main buildings (all of this is intended for apartments). In the process of restoration, however, a new 4-storey volume will be built, as well as the surviving stable in the courtyard will be “completed”, and the volume of the future construction is supposed to be somewhat larger than the former estate … In essence, this is certainly not a restoration of what was lost in the 1990s, but a new one. construction with a preserved house. Well, what can you do, but the function was changed from office to residential.
So, since the increased volumes of the "reconstructed" estate have already been agreed by many authorities and are not subject to revision, we have to talk about the details. The details are to make the decor of the facades closer to the original classicism of the former manor and to bring this decor closer to the previously agreed restoration project. And also remove the attics added by the authors from the side of the boulevard and replace the modernist striped facade above the outbuilding with something more restrained. To finalize the silhouette of the new building from the side of Sytinsky lane and the shape of its firewall from the side of the Yakovlev estate.
In conclusion, the ECOS Presidium noted that the successful implementation of this project is possible only if the historical planning structure of the territory adjacent to Pushkin Square is preserved. That is why, at the end of the meeting, the members of the Presidium turned to the chief architect of Moscow, Alexander Kuzmin, with a letter - a request to submit to ECOS all relevant materials for the reconstruction of the square, as well as to speed up the resolution of the issue of its conservation status.

The design object is the "House of the hereditary honorary citizen SI Elagina", 1880s. arch. A. A. Dranitsyn. 1920-1938 the building housed the editorial office of the Ogonyok magazine, a memorial plaque was installed on the house to the founder and editor-in-chief of the magazine, a well-known public figure M. E. Koltsov.
The mansion has preserved the integral architectural and artistic solution of the late 19th century, including the decorative design of the facades and interiors. In the interiors of the 1-2-storey building, the decoration of the front suite (plafonds, tiled and majolica stoves, doors, front staircase, parquet floors) has been preserved. The building has a high historical and cultural value, it is an identified object of cultural heritage (confirmation of the status - protocol of the IKES section No. 1/37 of 19.02.09).
The total area of the existing building is approx. 600 m2..
According to the planned restoration task of the Moscow Heritage Committee in 2007, it was envisaged to carry out repair and restoration work with the adaptation of the basement floor and the attic space, to recreate the not preserved winter garden on the basis of archival drawings, as well as to develop a project for the improvement of the territory within the boundaries of the allotted area.
The submitted project proposals provide for the preservation of only a part of the building along Strastnoy Boulevard and the eastern facade wall of the building. On the site of the disassembled part of the identified cultural heritage site, occupying almost the entire spot of the designated area, a 2-4-storey annex is being erected (maximum elevation - 19.75 m) with an underground 5-level automated parking at 48 meters. (mark - –21.6 m.). The total area of the building is 7680 m2, of which 3630 m2 is overground.
The building is supposed to accommodate a hotel complex for 32 apartments.
The pre-project proposals were approved by the Moscow Heritage Committee for further design "taking into account the conduct of historical and cultural research … and the development of special regulations for the regulation of urban planning activities in the manner established by the RF Government Decree No. 315". (acc. No. 16-02-900 / 7- (6) -2 dated 05.06.2009). The specified urban planning regulations, developed by NPO No. 38 NIiPI of the General Plan of Moscow and agreed by the Moscow Heritage Committee and Rosokhrankultura, allow “compensatory construction within the framework of special measures aimed at regenerating the characteristics of the historical urban planning environment in order to create a transitional scale from the object of a modern construction at the address: Strastnoy Boulevard, 9 to small-scale buildings on Strastnoy Boulevard using the following indicators: average number of floors 3-5 floors. (the maximum elevation is 18.8 m), the percentage of building up - up to 70%."
The ECOS Presidium cannot approve the submitted "Pre-design proposals for the construction of a hotel complex as part of a building restoration project with elements of reconstruction in the regeneration mode", providing for the dismantling of a part of the building, an extension and superstructure of the identified cultural heritage object, the complete elimination of the entire natural landscape environment of the main house of the estate and construction on its historical territory of a 4-storey building with a multi-level underground parking, since the planned activities will practically lead to a complete loss of the historical and cultural value of the identified cultural heritage site, a radical transformation of its perception and damage the historical and urban planning characteristics of the territory adjacent to Strastnoy Boulevard.
In some introductions, a proposal was made to postpone the consideration of the submitted pre-project proposals pending clarification from the monuments protection authorities about the prospects for including the identified cultural heritage object in the register in connection with the planned activities for the project.
REGENERATION DESIGN PROPOSALS

The ECOS Presidium notes that the work on the project has been going on for several years, the previous generation of the project received the principal approval of ECOS and other coordinating authorities. The presented project provides for a change in the functional content of the building while maintaining the main previously agreed volumetric parameters. Additional options for the facades were developed according to the comments of the Public Council under the Mayor of Moscow dated 04.22.09.
Once again, expressing regret over the destruction in the 1990s. of the unique ensemble of the Saltykov city estate, the ECOS Presidium considers the proposed change in the functional use of the projected complex to be correct, providing for the restoration of pages 1 and 1A, restoration of the perimeter buildings of the property with the recreation of the street facades of the main buildings.
During the discussion, recommendations were made to clarify the volumetric-spatial and architectural solutions of individual elements of the projected complex in order to better ensure the stylistic unity, noble simplicity and restraint inherent in the best examples of Moscow classicism, to bring the facade solution in line with the previously agreed restoration project of reconstruction street facades. In particular, the following directions were indicated, in which it is recommended to work on the completion of the facades:
• Clarify the solution of the passage gallery and exclude the appearance of attic elements on the facade along Tverskoy Boulevard.
• Noting the positive changes in the volumetric characteristics of the part of the building facing the courtyard of the city estate A. A. Yakovlev, XVIII-XIX centuries, an object of cultural heritage of federal significance (Tverskoy blvd., 25/18), to finalize the architectural solution of the firewall - as a blank wall with separate narrow openings on the upper floors, in the part receding from the border of the site.
• Taking into account the forced nature of the organization of the entrances to the garage on the façade of the wing on B. Bronnaya Street, consider it possible to arrange an attic and a flat roof over the recreated historical part of the building. To develop a more "calm" solution for the facades of the house above the wing, taking into account the fact that the modernist "tape" solution for this part of the building did not find support from the majority of the speakers.
• Refine the silhouette characteristics of the building when viewed from the side of Sytinsky per.
In conclusion, it was noted that the implementation of the presented project is possible only if the historical planning structure of the territory adjacent to Pushkinskaya Square is preserved.
