On Monday, January 24, the Yabloko party published on its website an electronic version of the General Plan of Moscow, combined with the draft PZZ (Land Use and Development Rules), which has not yet been approved by the Moscow Duma. The electronic version is available at https://genplan.yabloko.ru. The curator of this initiative was Vitaly Reznikov, a representative of Yabloko in the Public Consultative Council of Parties under the Moscow City Duma.

According to him, the electronic project is aimed, first of all, at combating the point-like sealing construction, which is fraught with the option of the PZZ proposed by the Duma. Now "every Muscovite will be able to enter his home address on the site and find out if infill development threatens his yard," says Yabloko's press release. Thus, the party plans to collect data to prepare a package of "anti-sealing" amendments to the PZZ.

The electronic version of the General Plan, published on the Yabloko website, is a couple of dozen layers superimposed on a Yandex map. In fact, this is the sum of the distribution schemes of the so-called "zones": functional, sanitary protection, protection zones of heritage objects, but the most interesting thing, of course, is the zones for the location of future capital construction objects. The "zone" maps can be viewed one at a time, zooming in to a block of individual houses. At the bottom left there is a search bar, with the help of which, indeed, you can easily and quickly navigate to any house. All cards are accompanied by captions with a deciphering of the meaning of the graphic symbols. And although the wording is complex and full of vague bureaucracy, looking at the cards you can learn a lot of interesting things. For example, that the Tseretelian fountain with bronze bears on Manezhnaya is listed among the water protection zones …

Thus, the shortest and clearest part of the Moscow General Plan got to Yandex maps. It spans 1,500 pages in its entirety in three volumes; in June 2010, these volumes were published in the "Bulletin of the Mayor and Government of Moscow" for 3.5 million rubles. However, "Vestnik …" is distributed only by subscription and cannot be purchased; and there is no full electronic version of the text on the Internet. However, critics of the General Plan have long recognized its text as extremely confusing and difficult to understand. The zoning schemes published on the Internet should really be recognized as the most accessible part of this voluminous and highly controversial document.

It should be noted that on the same day when Yabloko announced the appearance of the electronic version of Genlan on its website, that is, on Monday 24 January, Rossiyskaya Gazeta published an exclusive interview with the new Deputy Mayor for Economic Policy Andrei Sharonov, who stated that the General Plan, may have to revisit. It cannot be ruled out that in this way a new series of transformations of the Moscow General Plan (adopted on May 5, 2010 and entered into force on June 14) was launched. Discussions about the possibility of making "some changes" to this document began soon after the resignation of Yuri Luzhkov; Vladimir Resin was the first to announce this when he was acting. mayor. If the General Plan is really revised, then the maps published so timely by Yabloko could become a convenient tool for a new round of discussion of this document, as well as for adjusting the yet unapproved PPZ, for which they are formally intended.
