Kaihua County is part of Quzhou City District, Zhejiang Province. This is typical for China: a city (urban area) can cover thousands of square kilometers with fields, forests, mountains and various settlements. Kaihua County itself also includes natural and agricultural areas, as well as an "urbanized" core. It is in it that the new building is located, designed by the Architectural Institute of Zhejiang University.
In the building on the border of the natural landscape - a wooded mountain - and buildings, a variety of services are collected. Below are the city archives, above the civil defense command center and service canteen, and at the very top is the project office for housing and construction (urban development).
The building consists of two distinct parts: as if folded like a sheet of cardboard, a stylobate platform and the usual three-story office block on top. However, windows, terraces, open passages connect this building with the surrounding landscape, at times resembling paths encircling a hill. There is a bridge from a similar path up the slope to the building, although you can get inside on the first floor.
