Since 2014, the Russian government has been working to develop and improve the competitiveness of the national economy. When distributing orders, preference is given to companies that carry out their production in Russia, subject to their participation in government procurement. A clear confirmation of the location of the production is the declaration of origin of the goods "Made in Russia", indicating the country where the goods were produced.

The director of the ROTO FRANK plant in Noginsk near Moscow, Wilhelm Rolfes, spoke about the significance of the new regulation:

- If any manufacturer or supplier wishes to participate in tenders for state or municipal orders and can at the same time confirm the Russian origin of its products, then the price of its goods is nominally reduced. This leads to the fact that the goods produced in Russia, in comparison with the imported products, benefit in terms of price. The criteria defining products and intermediate goods as "made in Russia" are established by the RF Government Decree No. 719. In accordance with the new regulation, the country of origin is the one in which the goods were produced "from scratch" or passed in sufficient volume processing or processing.

For Russian window manufacturers, who, for example, independently produce profiles or use systems of profiles produced in Russia, the fulfillment of the conditions specified in the decree is not a problem. Manufacturers who prefer Roto fittings gain additional confidence. After all, the systems developed and manufactured in Noginsk are “made in Russia” products.

Mr. Rolfes, what proof was necessary for Roto products manufactured at the Noginsk plant to be labeled "Made in Russia"?

Wilhelm Rolfes: We have always considered ourselves a Russian manufacturer, and now we can count on a stable network of Russian suppliers, which has grown significantly over the years of its existence. We purchase many of the intermediate products that we need from suitable Russian partners that meet all the established standards. Accordingly, everything that we sell in Russia is produced at our facility in Noginsk. This is the main point. Thus, it was not difficult for us to provide relevant evidence.

Is there a contradiction between the concept of german made that you use and the status of Made in Russia?

Wilhelm Rolfes: On the contrary, the concepts complement each other and we can use them for the benefit of our clients. With the german made philosophy, we point out that we, like our suppliers, carry out production in accordance with German industrial standards. And the status "Made in Russia" means that all Roto products are manufactured in Russia. This is the essence of Roto, and this is what our customers value. At the Noginsk plant, we understand well the thoughts and actions of Russian window manufacturers, and we see ourselves as part of the Russian industry.

What are the advantages of this self-assessment and the described Roto way of working for window and door manufacturers in Russia?

Wilhelm Rolfes: First of all, window and door manufacturers do not need to speculate about whether Roto is the best partner or not. With us, they can take any orders in Russia. They can carry out both government orders and orders of private individuals. With Roto, you don't have to worry about any restrictions. Roto acts as a full-fledged partner in Russia in terms of quality, service and customer satisfaction. We work in accordance with the needs of our clients and highly appreciate the opportunity to conduct a dialogue with window manufacturers. From them we learn what desires and requirements the end consumer in Russia makes to the window. If it were not for the presence of our plant in Russia, we would not have been able to develop and produce products of this quality that meet the needs of the market.

Has the "Made in Russia" certification influenced the image of the Roto brand in the eyes of Russian customers?

Wilhelm Rolfes: Anyone who understands our products always associates the Roto brand with Germany. The information that the fittings are produced in Russia and in cooperation with Russian companies makes them even more delighted. We meet all the requirements that are required to receive government orders. At the same time, we are the guarantor of german made quality. I think that the combination of these factors is more than convincing.
