The first competition of this format for the Saratov region was organized by the developer Novy VEK together with the regional administration. The operator was the architectural bureau SNOU. A plot of about 15 hectares in the central part of Engels, on the territory of the former rocket school, was allocated for construction. Five bureaus were invited to participate: the architectural studio "Escher", AB "SOYUZ", AB "Plan B", as well as local design companies "Comfort 2000" and "Specifica-M".
It was necessary to develop a modern residential area, saturated with the necessary infrastructure, meeting the needs of the townspeople. It was necessary to take care not only of creating a comfortable environment, but also of the final cost of housing and the subsequent maintenance of buildings and adjoining territories - only economically feasible solutions were required.
The final defense of the projects and the summing up of the results took place in early April, as planned, but in a remote format, subject to the conditions of self-isolation. The prize fund of the competition was 900 thousand rubles, 500 of which went to the winner, JSB “SOYUZ”. The winning project will be recommended for implementation. First place
Architectural bureau "SOYUZ"
The architects aimed not only to create a positive and comfortable atmosphere within the quarter, but also to improve the quality of life of the residents of the entire area, creating new points of attraction, jobs and a visually appealing environment. The project provides for several types of residential nomes - sectional multi-level, 18-storey towers, low-rise ones. The calculation is to attract different categories of potential buyers. Public infrastructure occupies the first floors of residential buildings. The courtyards are free of cars, but there are grounds for games, sports and recreation: their unusual landscape is formed by the mounds. Sports grounds-boxes are taken out of the courtyards and are accessible to residents of the surrounding area. A "green belt" is organized along the perimeter of the quarter - a park where you can run, walk, ride bicycles. In general, a lot of attention is paid to landscaping in the project.

The design and facade materials of houses depend on their typology. The towers are finished with metal colored cassettes, sectional houses - with porous concrete panels, low-rise - with bricks with complex figured masonry. Four courtyards - four color codes (green, red, yellow and blue). Apartment layouts are modular, but variable. Some have summer rooms.

The task set by the architects was to include the renewed territory in the network of urban spaces, ensure functional connections, fill with residential buildings and public and business infrastructure, and create a development structure commensurate with the existing fabric of the city.

The houses are assigned the role of environmental, plastic and high-rise accents. The predetermined system of placing these accents creates convenience in using the territory and identifying the place. Yards without cars are filled with recreation areas, and the lack of sports grounds is compensated by the presence of a sports and recreation center in the development center. Also, residents of the area can use the school stadium.

Architectural studio "Escher"
This project combines different typologies of housing and infrastructure. The basis of the planning structure is a frame of closed quarters up to 9 floors high, with commerce and terraces on the first tiers. Additionally, freestanding towers of different heights are used, united by stylobates.

Growing trees are expected to be planted on streets bordering garage cooperatives. The garages themselves are proposed to be reconstructed and filled with new meaning - to be turned into "shopping arcades" that can be used both on a permanent basis and in the format of fairs. This is a kind of a compromise between the hypothetical demolition of the GSK and the simple "re-occupation" of the territory.
