The promenade-promenade in Niederhafen ("lower harbor") on the banks of the Elbe was conceived back in 2006, when the city authorities found out that the defenses built in the 1960s needed to be increased by at least 0.8 m, as well as to strengthen their overloaded foundations. Winter storms and extreme tides are dangerous: the current barrier appeared after 315 Hamburg residents died in February 1962 from a storm-induced flood, and 60 thousand lost their homes. In Niederhafen there is only a small section of the system of 77 objects with a total length of 103 km.

The appearance of the reinforced protective structures (their height has now grown from 7.20 m above sea level to 8.6–8.9 m) in the same 2006 was commissioned to design Zaha Hadid Architects: the idea was embodied in several stages and now, finally, fully implemented. It is about 625 meters of the promenade from the Baumwall Pass to the berths for the passenger liners of St. Pauli: an extremely visible and popular stretch of coast, which needed to be made attractive and comfortable for citizens and tourists alike.
They now have a space with an unobstructed panoramic view of the Elbe and the port. In the western part, closer to the berths, the scale is largest, the "observation" function is enhanced: you can watch the movement of ships in the port. In the east, where the marina for sports boats adjoins the embankment, the space is a little more private, with convenient access to the water.
In the places where the streets perpendicular to the embankment exit and "in antiphase" to them from the river side, in protective structures, stands were arranged-steps, along which one can climb up, but it is better to settle down there to rest. From the side of the city, new pedestrian crossings lead to the steps. At the pedestrian part of the promenade, the paving is made of almost black granite, at the steps - of light gray.
The minimum width of the protective barrier of 10 meters allowed a convenient promenade to be built on top, where there is space for pedestrians, runners, street performers, a built-in three-story restaurant with a panoramic top tier and two food stalls. Additional infrastructure and shops are located in the barrier on the side of the city, already at ground level.
There is a dedicated bike path along the street along the barrier, accessibility for all groups of the population is ensured by two ramps from the ends of the promenade, and the central one allows city service cars to go upstairs.
