In October last year, an international competition was held for the concept of developing one of the largest territories in the west of Moscow: 460 hectares of building area, 4 million m2 the proposed development, about 66,500 inhabitants - Rublevo-Arkhangelskoye in the Zakharkovskaya floodplain. The competition ran from May 22 to October 3, and the results were announced on October 22.

This territory has been of interest to developers for a long time: since 2004, it became known about the "city of millionaires", which was designed for 20 thousand inhabitants and was designed in the spirit of historicism by John Thompson. In 2007, the project entered the Affordable Housing program, the population increased to 40 thousand, many well-known Russian bureaus were involved in the design: Pavel Andreev, Alexey Vorontsov, Sergey Kiselev, Ostozhenka and others (see the story on the ec-a. ru).
In 2011, Sberbank became the sole owner of the project for the development of the territory in the Zakharkovskaya Poima, at the same time information appeared about plans to build an International Financial Center (MFC) here. In 2012, Rublevo-Arkhangelskoye was included in New Moscow. In 2013-2014, a competition for the MFC project was held; won the Team Moscow - Astoc / HPP project, with its head, the German company Astoc GmbH & Co. KG signed an agreement on the finalization of the project together with the Research and Development Institute of the General Plan.
In 2015, the TEPs of the project were approved and public hearings were held, in 2016 the PPT, developed by NI and PI, was approved. The project area has increased in comparison with 2004-2009: from 430 to 460 hectares. At the end of 2017, the concept of a "smart city" - Smart City was presented, which, "for certain reasons", changed the idea of the IFC. The Smart City project is being implemented by JSC Rublevo-Arkhangelskoye, which is part of PJSC Sberbank.

Smart City and its parameters
The Smart City concept assumes high-tech solutions and the role of a common technological platform for uniting citizens; as well as attention to ecology. It is easy to see that it resonates with the idea of the “city of innovations” Skolkovo, located ten kilometers south of Rublevo-Arkhangelskoye.
The site of the company describes the city as adapted for efficient work, harmonious life, active or measured rest. Planned 800 thousand m2 offices (it is possible that a significant part of them will become the headquarters of Sberbank), three times more - 2.6 million m2 housing, of which the overwhelming majority - about 90% of the total, is in apartment buildings, with 53% being dominated by the elite business class, 37% by the comfort class, and finally, slightly less than 10% will be allocated to low-rise residential buildings - it will be located closer to the border of the Arkhangelskoye estate, where it is impossible to build higher. According to the regulations, 8 schools, 15 kindergartens and 2 polyclinics, one fire station and a police station are planned; 64890 m2 hotels, 196 840 m2 retail, as well as a shopping and entertainment center with an area of 132,000 m2.

The parks should occupy a third of the territory, plus 7 km of the green embankment of the Moskva River, a lake with an area of 30 hectares. Yards without cars, 30 km of bike paths. The Arkhangelskoye estate is about 2 km from here in a straight line, and four in a straight line - to the buildings of the government of the Moscow region, built according to the project of Mikhail Khazanov. It is possible that they will be visible from each window or half of the windows.
The Rublevo-Arkhangelskaya metro line, 19 km long, will come here, which is planned to be built jointly with Sberbank from the Shelepikha station, connecting the Smart City with Moscow City. The Arkhangelskoye station is the penultimate one in it, it will be located between the lake and the river, near the center of the territory, and even further to the west, the Ilyinskoye station is conceived, while the final one.
The implementation of the Smart City project is planned in four phases, with construction starting in 2021 and completion in 2030. ***
According to the chairman of the jury of the competition Stanislav Kuznetsov, from the participants and experts "to feel for something that will be unique not only in the coming years, but also in the coming decades. We must use the best world experience and advanced ideas so that the city is not only technologically advanced, but also forms a new way of life of people ".
So, the participants of the 2018 competition relied on the PPTs developed on the basis of a project that won in 2014 and approved in 2016. They worked with already approved land surveying, red lines, boundaries of capital development and the announced concept of Smart city - the initial data already predetermined a lot … In the central part, closer to the north, to the east of the lake shore, PPT has office buildings, around - housing, which is grouped around its own City, like a medieval "posad" around the Kremlin or a monastery. So the composition with the high-rise office center was predetermined for all participants. Meanwhile, for an area of 461 hectares, any approved parameters, one must think, one way or another leave significant scope for the creative work of architects.
According to the terms of the 2018 competition, the participants had to "develop in and design of the project, scenarios of activity, a program of functional content and principles for the formation of a unique attractiveness of the urban environment and lifestyle in the territory, to present smart ideas. The contestants independently chose the site of the first stage of development and proposed a sketch of the development of the territory with a detailed study of architectural and space-planning solutions for all main types of buildings of the first stage."
In total, seven teams took part in the competition, all with a foreign leader and a Russian adaptation. Four did not reach the final:

Projects of three consortia won:

The three finalists are listed alphabetically, with no “main” winner. The three finalists are expected to work together; perhaps the best ideas will be combined and refined. The final project will not be completely identical to any of the three winning proposals, - emphasize in JSC "Rublevo-Arkhangelskoye". In addition, according to the organizers, the project is planned to involve "the best architectural firms from around the world to develop innovative headquarters for office residents, new housing standards, comfortable public spaces and iconic cultural sites."

Archea Associati / ABD architects
The central office part is noticeably similar to the Moscow City: curved glass facades can resemble the Federation Tower, and the smooth cuts of their tops resemble Sergey Kiselev's Mirax Plaza towers. The silhouette of the central towers is pyramidal, but in the plan they are located along the contour of a triangular square in front of the eastern shore of the lake.
“The Archea Associati team in consortium with ABD Architects in their concept of the new city paid special attention to technology, diversity of architectural forms, landscape, complex transport and pedestrian schemes,” - said in a press release. The organizers also note the "original multi-level solutions for all-season public spaces" proposed by the authors - one of them, with a green roof and a TV console facing the water, is located on the square. Among the advantages of the project are also named "interesting locations for business residents" and a full-fledged infrastructure in every district of the city, which allows residential areas not to depend on the central district.

Nikken Sekkei / UNK project
The project's slogan - Linked city - has many meanings: in addition to the translation proposed by the authors, at least a “connected” city and clear associations with modern IT terminology, at least with the notorious hyperlink, suggest itself. That is, it is connected in the sense imbued with interaction at different levels - a rather futuristic concept. The authors have developed and made key in their project the two main already named concepts of the "smart city" - ecology and smart technologies. A large number of public spaces should ensure the development of social interactions and a creative environment. The futuristic forms of the office towers are in harmony with the wind rose and seem to be "washed" by the wind currents. Flexible glass facades are cut with thin ribs, and wide exploited terraces with lake views are planned on the stepped roof.
“The NikkenSekkei team in a consortium with the UNK project has built its concept on a combination of advanced technologies in engineering systems, creating an intelligent management system and developing connections in communities while preserving the unique natural resource of the territory and creating new green public spaces,” the organizers explain.

Zaha Hadid Architects / TPO Pride
Zaha Hadid's bureau has traditionally focused on the non-linearity of volumes. The glass facades are traced by the "exoskeleton" of dense contours, in whose three-dimensional contour the frozen dance of a gymnastic ribbon is guessed. On the other hand, the oval-shaped houses bear the imprint of retro-futurism with an eye to the 1960s, which can also be traced in the multidimensional name "satellite city", in which one can see allusions to both the romance of space exploration and the Soviet science cities, in a string of which will now fit in both the Skolkovo innovation city and the projected Smart City.
In the project of Zaha's bureau, several “cores” of the territory are conceived, each with its own specialization of additional public spaces: “art residence (cultural core), laboratory of urban solutions (intellectual core), year-round public spaces (spatial core)”. According to the jury, this concept differs from other projects of the stellar bureau, because it is not about "pure architecture" and it all starts with people.
