Podzemproekt promised that the windows of restaurants and shops on the first floor would be at least transparent. Andrei Gnezdilov asked how the storerooms facing the main facade relate to the large stained-glass windows. It turned out that the glass on the second floor of the shopping mall will be reflective, not transparent, plus these stained-glass windows are likely to be covered by advertising. Sergei Skuratov lamented that he did not see the relationship of the giant building with the city, with the surrounding buildings, the church, the prefecture, with the square in front of the multifunctional complex. "What functions does this building have other than emptying the wallet?" The architect asked. All members of the council agreed that the improvement of the square should be improved, aligned along the axes with the building, made more friendly for people, even in the part that does not belong to the customer. The project was rejected and sent back for revision.

In Bolshoy Nikolovorobinsky, other architects designed a residential complex for the Art-Kvartal company, but then the customer changed the team and commissioned the second stage of the complex to Skuratov's workshop.

Part of the property is a historic building: the three lower floors were built in 1865. They will be preserved, cleaned of paint, the masonry will be covered with old bricks. The upper floors, built in the 1960s and 2005, will be demolished, as will the adjacent utilitarian office building. The new house is designed as an eight-story monoblock - the backdrop for the Art House. The historical building occupies the lower left part, about a quarter of the house, differing in design, texture and color. The rest of the facade is divided, as it were, by a cross. On the right, a rusticated brick tinted with red corresponds to the old architecture. In the upper part there is a "bronze" lattice of window slopes; a low building in the courtyard corresponds to it. The entrance is located opposite a small reservoir in the courtyard. The bedrooms are oriented towards the courtyard, the public areas towards the Tessinsky, the upper floors have terraces. The cladding uses the same brick as in the Cologne Museum of Columba by Peter Zumthor.

Everything was so beautiful, convincing, contextual, that the council members mostly complimented themselves, allowing themselves only small remarks. Nikolai Lyashenko said that the treatment of the heritage site and the context here is exemplary, and there is a lot to learn. Vladimir Plotkin clarified the design points, namely: will there be enough bearing capacity against the wall of the historic building. Sergey Skuratov explained that it is duplicated by a concrete shell, which will be the load-bearing shell, and there will be no load on the historical wall. The Cultural Heritage Department has already approved the project. Alexander Kudryavtsev suggested that it was possible to make pitched roofs in this complex, as in the Art House - to which Sergey Skuratov objected that he did not want to compete with his own Art House: “If one actor plays a pitched roof, then the other should play another … The topic is busy. The house was deliberately made in the background, like a backdrop for the Art House. The project was approved unanimously.
