The authors describe their project as follows:
“The Palace of Shows and Sports was built in 1970 according to the standard design of a universal transformable indoor ice rink for 4500 spectators. Previously, the Tomsk city hippodrome was located on this site. The ice field was used for figure skating and ice hockey competitions, in particular, from 1974 to 1982, a training base for the USSR national figure skating team operated here. Currently, concerts and sports competitions are held here.
The construction around the sports palace was solved quite simply, based on the industry of 1970-1980. and expresses the capabilities of the technology of that period. In the "post-perestroika" period, two large objects were built in the immediate vicinity: a residential building and a Sport-hotel, both buildings were made in the spirit of "new time" with its characteristic pretentiousness and complexity.
We were given the task of designing additional sports buildings and connecting them with passages. We offered the customer the concept of a "single palace". According to the plan of the investor, the Sports Palace will be the central sports center of the city. It will work for sports sections, universities, for city and regional competitions.
The existing arena of the palace became the core of the project, around which we formed sports blocks on the south and north sides, and a hotel block and administrative premises on the east. On the west side, we expanded the entrance area to create a large, beautiful hall; in the same space, we placed two staircases and an elevator node. The entrance area is emphatically solemn, this is done to enhance the effect of the main entrance and the monumentality of the structure.
In the south wing, on the ground floor, there is a swimming pool and several multi-purpose gyms, on the next floors there are also gyms. In the north there are two sports and entertainment halls and a hall for billiards competitions. In addition, the palace has an underground parking lot for 457 cars. In the hotel wing of the first floor there is a utility block, dressing rooms and other utility rooms. In the hotel wing of the second floor there is a SPA zone where athletes can recover from grueling workouts.
As for the architectural appearance, we thought that the building should correspond to its name - "Sports Palace". Therefore, we applied techniques from palace architecture: columns, vertical division of windows, an entrance group raised by 1.35 m relative to the ground. The project, with its monumental style, sends us back to the Soviet past, while remaining a modern interpretation of the Palace of Sports."
